The mayor of Arrecife, Yonathan de León, has decided to suspend the contracting file for the crane service to Click Asistencia S.L. and assume the powers thereof, removing the delegated contracting powers in this specific case from the deputy mayor, Echedey Eugenio. The paralysis is due to the fact that the company's administrator was a local police officer from the capital city council.
According to the mayoral decree signed on November 30, the City Council issued the announcement in August of this year to access the tender for the crane service and only one company, Click Asistencia S.L., submitted an offer in "due time and form" on September 22, so the contracting table proposed it as the awardee, as it was the "only bidder submitted, which did not present any reduction to the contract price".
In the documentation submitted by the company when submitting to the tender, a local police officer and career official of the City Council appeared as the company administrator, which triggered the mayor's reaction. Click Asistencia submitted the deed in which it was agreed to appoint the local police officer as the sole administrator of the company in August 2022, providing another deed in which the resignation of the police officer as sole administrator was accepted on September 19, 2023. This shows "that when the offer was submitted, the administrator of the company was still the local police officer, although not at the time of the proposal to award the contract", according to the decree, which in turn reflects the prohibition of contracting public sector services to Public Administration personnel.
The decree signed by the mayor also argues, in reference to Echedey Eugenio, that "in view of the urgency for the specific case, justified by the reason of verifying due practices to avoid any type of conduct of fraud, favoritism or corruption, the powers delegated in contracting matters to the Delegate Councilor Don Echedey Eugenio are availed, solely and exclusively for the enactment of this Decree".
Finally, the mayor asks the contracting table to clarify whether the local police officer, "has had any type of participation in the drafting of the Technical Specifications".
The circumstance is, according to Canarias 7, that Click Asistencia has its headquarters established at the same address as Grúas San Ginés, a company of the family of Pedro San Ginés.
