Admits that there are "shadow zones"

The Minister of the Interior, Alfredo Pérez Rubalcaba, accused the Cabildo of Lanzarote and the Popular Party, which presided over it for a brief period of time, this Wednesday before the Plenary Session of Congress of having "some responsibility" in the shadow areas of the SIVE on the Island because in the Cabildo "that you presided over, they did not let the Civil Guard put the cameras where they wanted".

However, Rubalcaba also said, in the last of his replies to an oral question from the deputy of the Popular Party, Carmen Guerra, that the shadow areas "that all radars have" and that "it is about improving and correcting with cameras" in the case of the shipwreck of the past 15th that cost 25 lives were something that "unfortunately had nothing to do" and he said again that "if the weather had been good, and the SIVE had acted with sensitivity at full capacity, the boat would probably have been seen".

In this sense, he insisted on what he already said the day before in the Senate that the movements of the detected echo, the proximity and the course that the boat seemed to be taking, as well as the time at which it was detected, "made the person in charge believe that it was not a boat but a recreational boat" and that this was joined by the fact that, in a moment of low weather conditions, the SIVE "self-regulates and lowers the sensitivity to prevent the waves from giving false signals".

"All the experts consulted agree that the decision of the head who was in charge of the service at that time was the correct one", said Rubalcaba in response to the question from the deputy for Las Palmas, in addition to pointing out that the SIVE "works quite well, although everything can be improved".

For her part, Guerra accused Rubalcaba and the Government Delegate, Carolina Darías, of "lying" in their first explanations about the accident and of hiding the existence of a report from the month of September in which deficiencies in the SIVE were reported that affected not only the shadow areas but also the operation of the cameras.

Guerra recalled in this sense that the minister himself admitted yesterday in the Senate that the computer system of the optronic camera with which the system checks the alerts offered by the radar had failed on the 15th and did not allow "tracking" of the echoes.

In this sense, he accused Rubalcaba and Darías of "having in their hands" since November 29 a report from the Civil Guard in which it was already said that there were "problems with that camera".

"You both lied and you have responsibility", Guerra snapped at Rubalcaba before he countered with the responsibilities of the Cabildo in the existence of shadow areas.

CHIEF OF POLICE

"Because what do you do?", Guerra continued, "Do you support the Chief of Police because you don't like that there are police officers who go to the courts to say that she has fabricated evidence in the Canary Islands?"

In this same line of attacks on the minister, Guerra also rhetorically asked the minister if his main dedication was to "scare" the police officers who had gone to the courts in the Canary Islands to denounce these alleged practices by calling them "criminals" and threatening them with "taking measures" against them.

The minister replied to these statements by Guerra, calling them "a salad of fallacies" that he was not going to answer at that time, although he would do so in the coming days in parliamentary headquarters before the requests for appearance that have been made to him.
