For the councilors of the Popular Group in Arrecife, Lorenzo Lemaur and Joel Delgado, "youth is a very important sector among the residents of the municipality and is, without a doubt, deserving of special and differentiated treatment. Therefore, without prejudice to the City Council developing specific and concrete measures aimed at young people, it is necessary for the Arrecife City Council to deal transversally, in all areas, with the circumstances, specificities, concerns and needs of young people."
The young popular councilor, Joel Delgado, states that "young people demand to be heard, not only by their family but also by society." In this sense, he understands that in social and cultural development, the young people of Arrecife demand alternatives for their leisure time in which they can meet and develop their skills. As a consequence of the lack of concern for the reality of young people, Joel Delgado considers that "by not taking measures in this regard, the young person, in a situation of risk, will fall into the temptation of the bad habits that we regret today." For this reason, from the Popular Party, he assures, measures have been proposed in the Arrecife City Council that both the Mayor and the Councilor for Youth, both socialists, have been ignoring for the last two years.
One of the measures proposed, repeatedly by the Popular Group, is the immediate rehabilitation of the Arrecife Youth Center, and then, to be put back into operation, allocating it exclusively to youth groups and activities, creating a participatory management body for it. In addition, Joel Delgado says "that the Popular Party proposes to provide the Youth Center with an information and advice office for young people, in order to facilitate the development of their initiatives and concerns and facilitate administrative procedures for their needs and requests. He also believes it is necessary to implement listening programs in which young people are attended by specialists." In another order of things, the Popular Group of Arrecife proposes creating an alternative and healthy nightlife program in places and facilities in the city.
Regarding the abandonment by the City Council, governed by the socialists, of the Arrecife Youth Center, Lorenzo Lemaur recalls "that, since March 2008, the Popular Group has been addressing the socialist Mayor, Enrique Pérez, and his Councilor for Youth, also socialist Isabel Pereyra, that since November 2006 the Arrecife Youth Center for the known reason that the building was in a situation of danger of collapse of some dependencies. The populars have been demanding from that moment to the Consistory to undertake the actions leading to the correction of the existing problems in the Youth Center and its subsequent commissioning."
"In addition, Lemaur denounces, as a consequence of the closure due to ruin of the Youth Center, the City Council decided to move its offices and services of the Department of Youth and Citizen Participation to the nearby premises of the Arrecife Wrestling Club, which has left the only club in the municipality that deals with the promotion of Canarian wrestling in Arrecife without a social headquarters2.
Likewise, Lorenzo Lemaur denounces that said premises barely meet the necessary conditions to adequately provide the services that the young people of Arrecife demand. In addition, once the facilities of the Youth Center were closed, many groups that carried out their activities in the aforementioned building have been left without a place or place to develop their concerns. Among them, "many youth musical groups and many restless young people are wandering around Arrecife in search of a place."
Lemaur recalls that in the Corporation's budgets 160,000 euros were allocated in 2007 and 300,000 euros in 2008 and that, despite this, the work has not even been tendered, much less started.
