Intersindical denounces "fraudulent" appointments of "more than 350 teachers" in the Canary Islands to the Prosecutor's Office

The union states that they are carrying out "administrative tasks in different government departments" and considers that it could constitute crimes of malfeasance, influence peddling and embezzlement of public funds

The Federation of Public Administrations of Intersindical Canaria has filed a complaint with the Anti-Corruption Prosecutor's Office "that more than 350 teachers are out of the classrooms performing administrative tasks in different departments of the Government of the Canary Islands", mainly "in the Ministry of Education and Universities". The complaint raises the existence of alleged crimes of malfeasance, influence peddling and embezzlement of public funds, according to a statement from the union. 

Intersindical Canaria maintains that "these are appointments, consented to by the General Directorate of Public Function and validated by the General Intervention of the Autonomous Community of the Canary Islands", which it considers "serious and fraudulent". In addition, it denounces that "they represent a high cost for the coffers of the Canary Islands Community". Specifically, "about 18 million euros per year, in addition to a decrease in the number of personnel in the classrooms and its negative consequences on the Canarian educational system".

"These teachers who perform administrative functions receive an extra monthly amount of 224.39 and 395.03 euros depending on the type of coordination they receive," says the union, which points out that these tasks were previously carried out by "officials or labor personnel of the General Administration of the Autonomous Community of the Canary Islands" and "now they are carried out by teachers with "the considerable increase in remuneration, performing the same work". 

According to Intersindical Canaria, "the subterfuge of the appointments of teachers for educational programs, specialized support positions or technical educational advice is being used to illegally and illegitimately appoint teachers to management centers of the Government of the Canary Islands, to perform purely administrative functions".

 

Had to resort to the Transparency Commissioner to know the data 


The union explains that it has been "after many months of waiting" when it has managed to know "the number of teachers who are performing administrative functions in positions that are not created in the Job Positions Lists (RPTs) of the central and territorial services of the different departments of the Government of the Canary Islands, mainly in the Ministry of Education and Universities". To obtain the information, Intersindical Canaria points out that it had to resort to the Commissioner for Transparency and Access to Public Information of the Canary Islands. "So far, the figure exceeds 350 teachers," says the union, which understands that this figure "has increased in this school year 2017/18."

"Currently, Intersindical Canaria is studying in detail the functions of each of the teachers who are performing purely administrative functions and assigned to the management centers", informs the union, which also denounces that "to the requests of this organization to the Ministry of Information, the response has been of does not know does not answer, failing to comply with the good practices that are supposed to be followed".
