The former [manager of the Island Water Consortium->37689], Antonio Cárdenas, is also charged in the "Unión" case. This is reflected in the order of Judge Lucía Barrancos, in which she separates the central part of the case and lifts the secrecy of the proceedings on these actions.

The judge maintains in that order that Cárdenas "could have agreed to pay an illegal commission" so that "ENAC Ingenieros y Consultores SL would be awarded some of the works of the so-called Neighborhood Plan", promoted by the PIL in the Arrecife City Council at the beginning of the last legislature.

According to the judge, that award could have been made "outside of any legally established procedure in terms of form and publicity, or with privileged information, which would have allowed him to present the best-valued proposal, having prior knowledge of the offers of other businessmen".

The order points to Dimas Martín as the person who demanded that commission, using Matías Curbelo as an alleged intermediary. At that time, Dimas was already serving a sentence and did not hold public office, but the judge maintains that the leader of the PIL "could have intervened in the awarding of the works in favor of said businessman through the Head of the Technical Office of Arrecife, Rafael Arrocha", who was arrested in Operation "Unión", or "of the Head of the Contracting Department of the Arrecife City Council, María Elena Martín Martín", who is Dimas's daughter and who was also arrested in this case.

Consortium Manager

Antonio Cárdenas was appointed manager of the Water Consortium in March 2010, under the presidency of Pedro San Ginés. At that time, San Ginés governed in pact with the Popular Party, with Ástrid Pérez in the vice presidency.

In addition, Cárdenas has also worked for other institutions, such as the San Bartolomé City Council, where he performed functions as eventual personnel.
