The General Directorate of Public Function of the Ministry of Presidency, Justice and Equality of the Government of the Canary Islands considers "accredited" the fulfillment of the "formal and material requirements" in the appointment of Francisco Javier López as accidental secretary of the Arrecife Corporation. Thus, at least, the Consistory has indicated through a statement, in which it assures that Public Function has ratified "the correct designation of López".

It should be remembered that López's appointment had caused great controversy, after the secretary of the Arrecife Personnel Board, Narciso Pérez, accused the then Councilor for Human Resources, Nayra Callero, of an alleged crime of prevarication for this designation. Callero announced that she would take legal action against Narciso Pérez, given that his accusations were "very serious".

Now, the City Council has indicated that Public Function has recognized "the validity" of the decree signed by the previous mayor, Cándido Reguera, who designated the career official of the Corporation as secretary accidentally. According to the Public Function document, "there is no request in this General Directorate from any official with state-level qualifications who was interested in providing the position of Secretary first class, of the Arrecife City Council".

In addition, Public Function recognizes that the Arrecife City Council has accredited that Francisco Javier López, a law graduate although belonging to the Auxiliary Subscale of General Administration, "is sufficiently qualified to perform the job, in attention to the jobs reserved for officials with state-level qualifications that he has held by virtue of interim appointment, as well as accidentally in different local entities".

Likewise, it has also reported that the call for the single merit contest in which this position will be included for its provision will be published in the Official State Gazette throughout the next month of October.

Asenet Padrón

The Public Function report also includes the revocation of the appointment of Asenet Padrón Niz as accidental secretary and the appointment and annulment of the decree designating the official Pilar Machín for that position. Asenet Padrón was removed from her position in January 2012 by the previous mayor, who assured that he had made this decision "to improve the functioning of the institution".

In this sense, Reguera said that her dismissal "had nothing to do" with the statement that the municipal secretary had made before the Prosecutor's Office, within the framework of an investigation into alleged irregular invoices and contracts in the Arrecife City Council between 2008 and 2011.

However, before her dismissal, the secretary had denounced the alleged theft of documents from the Consistory, upon verifying that one of the cabinets of the City Council Secretariat where different files were kept had been forced.
