The former head of the Civil Guard of Lanzarote, Captain Sandoval, now in reserve, asked the leader and founder of the Party of Independents of Lanzarote (PIL), Dimas Martín, to intercede with a friend of his so that they would grant him some public works in the Teguise City Council, according to the judicial summary of Operation "Unión", which investigates the payment of illegal commissions in various institutions of the Island.

According to the investigations, Sandoval calls Dimas Martín, as reflected in the telephone taps of March 9, and tells him that he is in the reserve and that he has learned that they are going to give some money for works in the Villa de Teguise.

According to the summary of the conversation made by the UCO, Sandoval tells Dimas that he has a friend who has a company and is looking for jobs and "thus earns some money." The captain adds in the conversation that he should do what he can and puts him in touch with his friend, who has a renovation company. The leader of the PIL tells him that he will tell him who he has to go hand in hand with to present himself at the City Council.

A week later, Sandoval calls him again and tells him not to forget about it and that his friend will call him. Sandoval tells Martín that "he has him to lend a hand as has already been done". Days later, the former captain's partner gets in touch with Dimas Martín, who tells him that he is very busy and arranges to have breakfast with him. Later he calls him again and tells the partner to wait until the works are awarded and then "it will be a done deal."

This captain, recently retired, has been one of the commanders of the Civil Guard in Lanzarote for many years.
