House 47: the keys to the new state agency with thousands of affordable rentals

An online portal will show the available promotions to reach European public rental standards, as well as the requirements for each one in 2026

The Council of Ministers approved a Royal Decree this Tuesday that modifies the statute of SEPES, the State Land Entity, to change its name and adapt its organization to the new reality of ‘Casa 47’.

The Entity will transition from its main activity of land development and the delivery of land and housing to other administrations, to acting as a large State Housing Entity, in which not only will land be developed and built, but also the entire residential cycle of the state's public housing stock will be managed

The Government Agreement modifies the institutional name of the Entity to "Casa 47 Public Business Entity", maintaining its legal nature as a Public Business Entity (EPE) attached to the Ministry.

 

Affordable and Stable Rental Contracts 

Rental contracts signed by CASA 47 may have a duration of up to 75 years, with continuous extensions as long as most of the housing access conditions are maintained.

Two stages are distinguished. A first phase with a contract lasting 14 years and a second with automatic extensions of 7 years subject to the fulfillment of a majority of the access conditions.

The price will be set based on affordability criteria and will have a cap by autonomous communities. 

"For the first time, the rental price is set based on what citizens can afford, and not based on what it cost to build." In this way, **no rent will be able to exceed 30%** of the average income of the territory.

 

Who are your promotions intended for?

“Casa 47 is born with a global vocation to reach the maximum number of people, its offers will be aimed at the entire **middle and working class**”, at 60% of the population earning incomes between 2 and 7.5 times the IPREM (Public Indicator of Income for Multiple Effects).

"For lower incomes, support is provided through social housing, and it is understood that people with higher incomes should have no problems accessing the free market," they explain from the Government.

To simplify the process of managing and awarding housing, an online portal will be launched in 2026 where available developments and their specific requirements can be consulted. The platform will also allow for the formalization of housing applications.

 

Thousands of homes with European standards

Casa 47 will manage a broad portfolio of its own construction as well as state-owned housing and land from other ministries such as Finance, Defense, or the Interior.

Also from the Asset Management Company for the Restructuring of Banking (Sareb), from which more than 40,000 homes and 2,400 plots of land capable of housing another 55,000 houses have been recovered, which will be made available to citizens gradually.

In addition, so far this year, the entity has put out to tender the drafting of projects for more than 1,600 homes distributed throughout Spain.

It will also soon launch a public purchase offer of 100 million euros to continue increasing the public housing stock. 

Likewise, the entity has unblocked urbanization works "with a high impact" in cities such as Seville, Ibiza, or Valencia, and soon in Malaga and Madrid, pending municipal approval

The objective is to “consolidate a continued and sustainable investment in public housing, which provides certainty throughout the entire residential cycle, from the construction sector to citizens as the ultimate recipients of the housing”.

To this end, an investment of 13 billion euros over ten years is planned, "sufficient to generate a housing stock capable of feeding itself, sustaining itself over time, and meeting the demand for new homes outside of speculative cycles".

According to the Government, CASA 47's investment effort will contribute to the construction of a new public park that places Spain at **European standards (8%),** thus putting an end to the recurring nature of housing crises.
