The tourism entrepreneurs of the Canary Islands, grouped in the Hotel and Extra-Hotel Association of Tenerife, La Palma, La Gomera and El Hierro (Ashotel); the Federation of Hospitality and Tourism Entrepreneurs of Las Palmas (FEHT), the Tourist Federation of Lanzarote (FTL) and the Association of Tourist Entrepreneurs of Fuerteventura (Asofuer); have written to the management of the Canarian Employment Service (SCE) in order to point out the de facto exclusion suffered by sectoral associations and federations in the call for the granting of subsidies for the financing of training plans related to social dialogue and collective bargaining, promoted by this department under the Ministry of Economy, Knowledge and Employment of the Government of the Canary Islands.
In particular, annex 1, section two, of the bases of said regional call literally states that "organizations that are integrated in a broader federal or confederal entity may not be beneficiaries when the Federation or Confederation of which they are part is also a beneficiary of the subsidies provided for".
The employers' associations denounce that this wording de facto implies "the exclusion of the possibility of competing for this call for all business associations and federations of a sectoral nature that, while actively participating in the collective bargaining of their respective sectors, cannot, however, be beneficiaries of aid focused on the training of workers of the associated companies in matters of collective bargaining and social dialogue".
In addition, in particular, the Canarian hotel employers' associations have been negotiating both provincial hospitality agreements for decades, which affect more than 100,000 workers in the hospitality and tourism sectors (accommodation, leisure and catering). "Therefore, it is inexplicable that the entities that have the most experience in their respective sectors in matters of collective bargaining can be excluded from a call to train workers in these matters", denounce the employers' associations.
For the aforementioned reasons, the tourism entrepreneurs request in writing to the management of the SCE "the elimination of said discriminatory obstacle in the bases of the call for subsidies, and suggest the introduction of an objective requirement on the capacity to benefit from it, set at five years of prior experience in collective bargaining at the sectoral level to be a beneficiary of said aid".
