"Institutional Dialogue for an effective and efficient Administration"

Normalizing relations with other administrations seems like one of the most logical things between institutions that work to improve the quality of life of citizens. However, upon arriving at the City Council, these were completely broken, especially with the Cabildo of Lanzarote, with whom a kind of war was established motivated by partisan and personal interests.

Throughout this term, we have tried to maximize our presence in the Parliament of the Canary Islands, resulting in negotiations on infrastructure needs already executed, in the process of execution, or in the bidding phase. But, in any case, commitments acquired by the Government of the Canary Islands that will improve our municipality. The most outstanding examples are:

Start of the works of the new IES of Haría (5,000,000?).

Installation of Pontoons in the Port of Órzola (296,000?).

Commitment to the integral Restoration of the Arrieta Footbridge (400,000?).

Making funds available to the Cabildo (150,000?) for the acquisition of land in Órzola for public parking.

Budget allocation in the 2019 financial year of (300,000?) to rehabilitate the promenade between the towns of Punta Mujeres and Arrieta.

Rehabilitation of the Haría Viewpoint. FDCAN funds (296,000?).

One of the most complex issues of the mandate has been the matter of the Cueva de Los Verdes. From the first moment, we understood that the beginning of the conflict was motivated by personal and partisan interests, which had nothing to do with the institution. However, we considered it as an opportunity to guarantee compensation income to the municipality of Haría and to grant a letter of nature -recognized right- for the tourist exploitation, by the Cabildo, of centers that are and will always be heritage of the people of Haría.

In the more than 50 years of experience of the Art, Culture and Tourism Centers of the Cabildo of Lanzarote, a commitment document had not been signed that recognized rights, obligations and concessions by both parties, now it has been possible, especially because the actors in this new episode that we have had to live are convinced that this is the only way.

For the municipality of Haría, it will be a before and after. The great opportunity for the institution will be to achieve an Action Plan that allows us to carry out the modernization of services and the consolidation on solid pillars of sustainable development and a clear commitment to our landscape, our cultural heritage and its natural values, as an authentic source of wealth.

However, there will be no shortage of apocalyptic voices who consider that we have given in to the great Cabildo, which has come with four crumbs to buy us. On these comments from the opposition, with a marked script of defamation, criticism, threats with the prosecutor's office, etc. There is a single objective, to politically damage the government group. I leave you the main reasons why I do this for my people, convinced, as never before, that it is a great agreement and a historic moment for Haría.

The legal uncertainty of not knowing when, how, rights, conditions and a 10-year horizon to plan with guarantees the necessary policies to put this municipality where it deserves will end.

The unity of exploitation of the Centers is guaranteed and, as a consequence, the stability of many workers in our municipality who will not have to live moments of uncertainty.

It prevents the situation of repeated defaults from happening again, having a written commitment of obligations and rights.

The ownership of the properties is not assessed, although the Cabildo has always recognized the ownership of the land by the Haría City Council. That is, the ownership of the land of both the Jameos del Agua and the Cueva de los Verdes are and will be from Haría.

Guarantees the Haría City Council a stable income, both in transfers and in investments.

Variable Tourist Tax consisting of two indicators. A fee for each person who enters Jameos and Cueva of 0.60? and 0.30? in Mirador, plus 5% of the total income from tickets to these centers. In recent years, these indicators have been above 1,000,000? annually.

The income in concept of Canon, would never be below 500,000? as a guarantee clause, even if the influx of visitors decreases drastically.

Investments of the Cabildo in Haría that would never be below 600,000? per year, during the ten years of validity of this agreement.

Acceptance by the Cabildo of a Development Plan for the Municipality of Haría of 18,000,000?.

If these established conditions are not met, the Haría City Council has time until 2022 to either validate this agreement as execution of judgment, or request its execution in its fair terms in the Contentious-Administrative Court number 5. Therefore, it is the City Council that has two paths for the benefit of the residents of Haría, either by good means with this agreement or by a forced execution that implies a different and complex path, although it should not be ruled out.

As I said at the beginning, all this has been possible thanks to dialogue and institutional involvement and collaboration. Without that dialogue, we could have done little.
