-What's going on with the golf course, it seems that you have criticized the way the matter has been handled?
-Well, I already commented on it here in this medium, in this case on the leading radio station of the Island, Radio Lanzarote, that is, why the PP presented those appeals for reconsideration and specifically prior to this in the ordinary plenary session of August 16 we opposed both what was the average use and the sale that is going to occur of the property that corresponds to the City Council of the golf course for different reasons. Why? Specifically, when this issue was brought to the plenary session, there was a report from the comptroller at that time, a report that we never tire of saying was devastating, since it was very clear that the procedure that was carried out to take those agreements in this case is not allowed by law. For example, it is very clear and the law states that the City Council is entitled in this case to 10% of what the golf course is, but the City Council cannot receive it or accept its reception until all the infrastructure works are completed. I am referring to curbs, sidewalks, sanitation, lighting, channeling, asphalt, etc. All those works are not finished and therefore the City Council could not at that time make the agreement to receive the part that corresponded to it because, of course, let's keep in mind that the appraisal that was carried out, was done in the first months of this year, I think before the summer and, of course, it is not the same to make an appraisal in the state that those lands were in than when the works are completed. The value will surely be more. In addition, this appraisal was done by TINSA and the logical thing and as the law says is that there must be a report from the municipal technicians who made a valuation of that land. But in addition to that there were also other irregularities in those agreements that we certainly could not overlook and that is the reason why we presented both appeals for reconsideration that specifically on September 30, in an extraordinary and urgent plenary session, the government group dismissed it. Therefore, we have this practically ready to present it from one day to the next to the Prosecutor's Office in case there is any indication of a crime.
-Are you going to present the matter to the Prosecutor's Office?-Yes, we are going to go to the Prosecutor's Office because with this operation, with these agreements that the government group has taken, the interests of the City Council and the municipality are seriously damaged. We think that if the appraisal had been done when all those works that I announced earlier were executed, the valuation would be much higher and also the City Council should not be in a hurry to sell that property that corresponds to it in the golf course. We are completely sure that in the coming years those lands will multiply by two or three...
-But weren't the lands already auctioned?
-No, no, the auction has not arrived yet.
-However, there was talk of a certain amount of money.
-Yes, well, the value that came out of the work done by TINSA was 2.5 million euros, about 400 million of the old pesetas but, of course, where is the part that corresponds to the City Council of the land destined for residential. There are four types of land there: the hotel, where money is allocated to the City Council; the golf course itself and the commercial plot but it turns out that the part of the land where the residential area is going to be developed, the City Council is not going to be given anything. And specifically that is the most expensive land, keep in mind, and we know this because we have moved and we have been informed that plots of 1,000 meters, 100 plots of 1,000 meters, are being sold for approximately 400,000 euros. That means that of those 100,000 meters, the City Council would be entitled to 10 plots, which would be 10,000 meters and therefore we are talking about something more than four million euros that those plots would cost, the part that corresponds to the City Council.
-Are you sure about that?
-Yes, in the residential area they also have to give land to the City Council. The golf course has 874,000 square meters and the City Council is entitled to 10%, 87,400 meters. It is that even between the report of the City Council secretary himself and the work done by TINSA, the meters do not match. So that is another reason why we have put this in the hands of the Prosecutor's Office in case there has been any indication of a crime in this processing. We have nothing against the golf course, we have said it repeatedly, on all occasions that we have been able to, whenever agreements related to the golf course have gone to the plenary session, both in the previous legislature and in the present one, the popular group has voted in favor, and we voted against in November 2003 when the expropriation file was initiated because we understood that the amount that was wanted to be paid per square meter of each of the plots affected by the golf course and that were not yet owned by the Compensation Board, was derisory. That is, it was wanted to pay 4.5 euros per square meter of land when I already tell you that we are talking about that perhaps many of those lands are in the residential area and those plots are being sold for approximately 400,000 euros. Therefore, we voted against the initiation of the expropriation file, we asked the mayor, I think I remember on that occasion, to leave that point on the table, that no agreement be taken and that the mayor in this case try to get an even higher price so that those residents of Tías, owners of those lands, would benefit economically. In addition, we have voted against on this occasion in what is the average use that corresponds to the City Council of the Partial Plan of the Golf Course.
-What other things worry the PP?
-In Tías we have many things, we have sewage spills often...
-Again?
-No, not in these last days, but yes in the past weeks. We have had problems with the rains recorded these past weeks. Let's see if once and for all the municipal treatment plant, what is the sanitation of the municipality, begins to function as it should. These past years we were told that the problem we had was because the treatment plant that existed was not enough for the population that the municipality of Tías has today, but we were assured that with the commissioning of the new treatment plant those problems were going to end. Well, those problems have not ended, those problems continue despite that new plant, works have been done in what is the sanitation network, ducts and new pipes. It is true that there is in this case sanitation and sewage network that is not put into operation, we also know that the collectors, the pumping stations have to be changed and we certainly wish and we all wish that that once and for all is executed and finished so that in Puerto del Carmen sewage spills do not occur again, because even on some occasions these spills have reached the sea water. And then there is the issue of rainwater that every time it rains Puerto del Carmen is practically flooded. There is a project, according to what the government group has told us, for rainwater that is going to be developed in the coming years and we also wish that once that work is completed the rainwater does not affect Puerto del Carmen in the way that it does at this time. In Puerto del Carmen, you have also said it in these days, we had a terrible fire last Friday, I witnessed it and well in this case it has been an accident and therefore I do not want to hold the government group responsible for the fire, but it is true that in Puerto del Carmen we miss the citizens and in this case the popular group that in different points of the Avenida de las Playas there are dust or water intakes for when a fire occurs.
