The debt that the Corporation of San Bartolomé recognized this Wednesday corresponds to invoices prior to January 1, 2005, which should have been paid to the company RECAM, in charge of the collection of the City Council. However, there is a report, prepared by the secretary at the request of the PSOE, which has considered the contract null and void because it had been extended with the company instead of putting it out to public tender as required by law. But the report was not sent at the time to the Advisory Council of the Government of the Canary Islands to certify its nullity because, according to the PSOE, the mayor of San Bartolomé "allowed the deadline to expire".
Now the City Council will have to pay a total of 373,043.24 euros. The PSOE has described the situation as "scandalous" since it had repeatedly denounced that a contract that they consider "illegal" was maintained. Therefore, they have filed a judicial appeal. In addition, they believe that there is "aggravation" since invoices dating back to 2001 and 2002 are recognized, while other debts of similar dates that should have been paid to individuals have been considered prescribed after four years have elapsed.
The Government group has recognized the debt without the support of the opposition, with eight votes against and two abstentions that have allowed the motion to prosper, and have stated that they are waiting to request the report from the Government of the Canary Islands again.
Environmental report of the PGOU
During the plenary session this Friday, it has also been agreed to approve the new environmental sustainability report of the General Plan of San Bartolomé adapted to current legislation, since at the time the Plan went ahead with a report based on the previous environmental regulations.
In the approval, an amendment of the PSOE has been accepted by which the public exhibition of the document is conditioned to the COTMAT deciding whether it should be published jointly with the progress of the Plan. According to AC, the new report is integrated into the document of the progress so the two must be exposed jointly to suggestions, since the report by itself "does not make sense".
