The PSOE spokesperson in the Tinajo City Council, Begoña Hernández, has criticized the "irregularities" committed by the mayor of the municipality, Jesús Machín, with the approval of the bidding file for the urban solid waste collection service of Tinajo.

Hernández recalled that the mayor issued, on August 12, a Mayoral resolution ordering the initiation of this file, "being manifestly incompetent to do so since the competent Contracting Body was the Plenary, both due to the duration of the contract (10 years) and the amount thereof (€3,963,175.72)".

"Subsequently, and despite the warnings made by the Socialist Group, Jesús Machín resolves to approve, on September 28, the bidding file and orders its publication, for which he was also not competent, such approval having to have been produced by the Plenary of the Corporation," adds the councilor.

As a result of these decrees "at least irregular", explains Hernández, the announcement of the tender was published on the Public Sector Procurement Platform, with the Mayor's Office of the Tinajo City Council appearing as the Contracting Body, instead of the Plenary of the entity, which is the only one with such powers.

"To try to repair this authentic mess, the mayor called an Extraordinary Plenary, which was held on the 9th, trying to validate his irregular action," explains the councilor, who considers that "the remedy was worse than the disease." In this regard, she denounces that "the documentation of the Plenary was delivered at 9 in the morning of the same day without time for its study, thereby forcing the abstention of the Socialist Group, which had not been able to examine the documentation."

The socialist councilor has also reproached Jesús Machín for his "cowardice and lack of rigor and seriousness": "In the Plenary he explained that he adopted this resolution based on a rule that, according to him, allows it in situations of catastrophe, public misfortune or health risk. It is a pure excuse since none of these arguments appear in the resolutions, which is where they should appear. Finally, the socialist spokesperson in the Tinajo City Council has accused the mayor of "lack of political stature, because after being reproached for not convening a plenary in a timely manner, he took refuge in the pandemic that, according to him, advised against holding plenaries."

"The same mayor determined to celebrate pilgrimages and acts of all kinds, with serious risk to the population, remembers the pandemic only to limit the rights of the opposition and that is called cheap populism and an unbearable political opportunism," Hernández concluded.
