The Cabildo of Lanzarote has put out to tender, for a total of 13,610,571.34 euros (taxes included), the cleaning, maintenance and beautification services of Lanzarote and La Graciosa framed in the FDCAN employment program 2022-2024.
Likewise, the Employment area of the island corporation has also tendered the technical assistance for the direction, control and monitoring of said services for a value of 659,683.52 euros.
“This is an ambitious three-year plan that will allow the hiring of at least 131 people with special difficulties in entering the labor market, who will work for the beautification and care of Lanzarote and La Graciosa”, says the president of the Island Council, María Dolores Corujo.
“The implementation of this project will help improve the employability of those unemployed people with more vulnerable profiles, since they will be able to acquire work experience and will be provided with basic training in job guidance, as well as complementary training that will increase the possibilities of insertion”, explains the Minister of Employment, Jorge Peñas.
Bidding details
The bidding for cleaning, maintenance and beautification services in Lanzarote and La Graciosa is divided into eight lots, with the same company being able to be awarded a maximum of two lots. The lots have to do with cleaning in the Zonzamas area, cleaning trails, roads and paths, the coastline, cleaning and removing waste throughout the island, cleaning the public domain areas of the island of La Graciosa, conservation and improvement of the regions of Guatiza and Mala and degraded agricultural spaces in the surroundings of the La Geria protected natural space and the agricultural area of the natural environment of La Corona and the conservation and improvement of the protected enclaves of El Jable and control and elimination of invasive flora.
The contract will last for three years and the companies that are awarded lots 1, 2, 3, 4, 5, 7 and 8 must hire, from the beginning of the provision of services, a team composed of a minimum of 18 workers. For its part, the company awarded lot 6 must hire a minimum of 5 people.
“For the award of services, not only will the best economic offer be valued, but also social and environmental aspects, such as the greater number of unemployed people subject to hiring or the acquisition of a hybrid or electric vehicle for the provision of the service, among others”, details Jorge Peñas, Minister of Employment of the Cabildo of Lanzarote.
Among the social obligations, the awarded companies must also guarantee universal accessibility and design for all people, as well as equality between men and women, among others.
For their part, among the environmental obligations that the awarded companies must comply with are the minimum generation of waste, as well as its reuse or recyclability and the minimization of the consumption of natural resources. Likewise, they must respect at all times the environmental legislation applicable in everything that could affect them regarding the contracted service.
In addition, they will have to carry out training actions aimed at obtaining skills related to the activities and services to be developed by the workers and that have an impact on improving their possibilities once their employment relationship with the corresponding awarded company ends.
Technical assistance
Regarding the bidding for the hiring of technical assistance for the direction, control and monitoring of cleaning, maintenance and beautification services in order to guarantee their quality, it is also divided into eight lots, with the same company also being able to be awarded only a maximum of two.
The duration of the contract for each of the lots will also be three years and the base bidding budget for all of them including the IGIC is 81,823.64 euros, except for lot 6 (Cleaning of public domain areas of La Graciosa), which amounts to 86,918.04.
