The municipal group of Coalición Canaria in the Arrecife City Council, led by the Deputy Mayor and spokesperson Echedey Eugenio, presented this Monday its management balance when two years of mandate are completed.
Under the slogan The moment of Arrecife has arrived: a management model, a city project, the party has exposed the progress made in the different municipal areas, emphasizing "the structural and social changes" promoted in this period.
Accompanied by the rest of the councilors that integrate the municipal group, Eugenio has emphasized that these two years have served to launch "a city model focused on improving the quality of life, generating more opportunities, promoting citizen participation, becoming the third capital of the Canary Islands and making Arrecife a planned and cleaner city, with legal security and greater administrative efficiency".
Echedey Eugenio highlighted that "the government pact enjoys good health, with a clear and stable roadmap that will continue until the end of the mandate." He also announced internal adjustments, reorganization of areas and reassignment of functions to reinforce the team and face the second half of the mandate. The Deputy Mayor also stressed that "improving Arrecife is everyone's task" and has asked to intensify the collaboration between administrations (Government of the Canary Islands, Cabildo, Ports, EU) to reach the marked objectives.
"Arrecife does not need political bickering, but real collaboration between administrations to continue advancing towards a more just, clean and efficient city," he said.
Axes of the management model
The city project that drives the municipal group of Coalición Canaria in Arrecife is articulated around eight great strategic axes, conceived to give response to the real demands of the citizenry and transform Arrecife into a "modern, functional and cohesive" capital:
Better quality of life: Social attention has been reinforced with new teams and more resources, expanding home help and support for caregivers. Aid for school supplies and transportation has been increased, and programs for children, adolescents and seniors have been launched, improving well-being in all neighborhoods.
More opportunities: The implementation of employment plans, the activation of the youth sector and the reactivation of public housing policies after years of inaction reflect the commitment to inclusive economic development.
Neighborhoods, participation and decentralization: With a policy of proximity, citizen participation and revitalization of socio-cultural centers, progress has been made in building a more cohesive city, from the local and community level.
Third capital of the Canary Islands: Arrecife assumes its role as the island's capital with a vision of the future, strengthening its infrastructure, its city model and its institutional weight.
A planned city, with legal security: The approval of key instruments of urban planning and specific regulations allow to project an ordered, habitable and sustainable Arrecife.
Culture as a vehicle for integration: A commitment has been made to a living, diverse, neighborhood and accessible culture, capable of strengthening identity and creating community in every corner of the municipality.
A cleaner city: The fight against spills, the reinforcement of cleaning, sanctioning control and citizen awareness are an essential part of the new urban model.
Improvement in the administration and its management: With new contracting tools, transparency, economic efficiency and citizen attention, Arrecife has advanced towards a more agile, close and effective administration.
Transparent administration and real participation
During her speech, the councilor responsible for Citizen Participation, Administrative Transparency and New Technologies, Cathaysa Suárez, explained that Arrecife obtained a score of 10 in 2024 and a provisional score of 9.71 in 2025 in transparency, with only 2 cases of administrative silence in 3 years. A Public Information Unit has been created, an agreement has been signed with the Government of the Canary Islands, and the Transparency Regulations have been initiated.
In citizen participation, El Zaguán stood out as a new reference space, more than 210 neighborhood meetings, weekly visits to neighborhoods, decentralized activities and the development of a rigorous and participatory socio-community diagnosis.
Housing, seniors and youth: commitment to people
The head of Housing, Seniors and Youth, Rosmen Quevedo, highlighted the progress in housing, such as the cession of the Maneje land, 87 aids for rehabilitation, and the reactivation of 167 rental aids after 9 years without being convened. He also spoke about unblocking the situation of the houses in ruins of Titerroy, with projects already presented by the neighbors and works in bidding for 5 houses.
In attention to seniors, the IMSERSO trips have been recovered, a new active aging plan has been launched, weekly activities with 800 participants, "gatherings" in popular festivals, and a service for the revitalization of senior centers has been created, among many other actions.
In youth, the new Youth House has been projected (3.8 million euros), the MANGAFEST 2025, the Honor Canario Urban Fest, the e-Sport Tournament, and activities such as the Geek Pride Day or the Game Tournament in the Neighborhoods have been held. Support has been given to youth groups and more than 500 activities have been carried out.
Social Welfare, Equality and Immigration: an integral view
Maite Corujo, councilor of Social Welfare, Equality and Immigration, has promoted an integral management that has attended to 4,550 neighbors, granted more than 1,000 economic aids and allocated 501,830.50 euros in subsidies to social entities.
The social response has been reinforced with the creation of a new care team, the screening of social emergencies and training days. A notable advance is the family respite service, which has made available more than 15,500 hours of support for caregivers, facilitating the reconciliation and well-being of families.
In childhood and adolescence, 605 families have been attended, the program "Living adolescence without risk", the Aula Mentor, a new ordinance of school aid and an awareness campaign with the UMEF have been launched, in addition to awarding a new contract for the minor's center. In addition, new programs have been launched to support family reconciliation and strengthen the autonomy of women, such as the Conciliatory Camps and the Conciliatory Afternoons.
In terms of immigration, 652 people were attended, offering individualized advice on legal, social, educational and integration matters, as well as referral to resources and accompaniment in the integration process; the Welcome Guide was prepared, the first Social Council of Immigration was created and a Spanish teaching program for foreigners was initiated.
In equality, the Violet Points have been implemented in all the festivals of the municipality, safe spaces for the prevention and immediate attention to situations of violence or harassment. Awareness campaigns, the service of changing locks for women victims of gender violence, self-employment programs and specific training, as well as an individualized psychological care service to accompany the processes of emotional recovery have been developed.
Urbanism and Employment: planning and opportunities
Maciot Cabrera, head of Urbanism, Technical Office and Employment, stressed in his presentation the approval of the Supplementary Urban Planning Plan and the Catalog of Heritage Assets, in addition to the Municipal Aesthetic Ordinance, the first regulation on urban image. The councilman explained that in these first two years of mandate 235 urban licenses have been granted, improving the deadlines through a reorganization of the area and the opening of a new citizen service space in the Technical Office. Gesplan has been commissioned to prepare technical reports to expedite licenses and address the housing emergency.
In employment, 12 employment plans have been activated, including specific actions for young people, people over 45 years of age and the long-term unemployed. The PFAE program was consolidated with 4 new projects, and the 1st Arrecife Employment Fair was held, with more than 40 companies and 1,000 attendees.
Culture and education: identity and participation
The capital councilor of Culture and Education, Abigail González, has valued a participatory, innovative and continuous cultural program, with projects such as Noon, dramatized concerts by Pancho Corujo and activities in all neighborhoods. Traditional crafts workshops have been held, and a comprehensive improvement of socio-cultural centers (painting, conditioning, repairs).
The councilor also stressed the importance of having initiated the transformation of the assembly hall of the Civic Center into a municipal theater, covering the demand for cultural spaces. "For the first time in years, culture has had the prominence it deserves," she said.
In Education, aid to transport has been increased by 50,009 euros, the school bus contract was signed, more than 300 maintenance actions have been carried out in centers and the educational program "Chinijos y Sabios" has been promoted.
Cleaning, Health, Animal Welfare and Primary Sector
Jacobo Lemes, councilor of Cleaning, Health, Animal Welfare and Primary Sector in these two years, explained that 15 cameras have been installed against illegal dumping, with more than 120 sanctions in 4 months, and the new cleaning contract is being prepared (September 2025).
The councilman recalled that the collection service of belongings has been reinforced, a file was opened to URBASER for non-compliance, and an awareness campaign was launched. Gesplan was also commissioned to draft a new cleaning ordinance, and intervened in the labor conflict that had the municipality in check, achieving the signing of the new agreement.
In Animal Welfare, the 1st Animal Welfare Fair was held, new ordinances were approved, volunteering was activated, the center was improved (cat shelters, mural, kennels) and more than 120 annual adoptions were achieved. In addition, training and cards have been provided to feeders of feline colonies.
In Health, a new fumigation and rat extermination contract was signed, more than 100 files were processed and a veterinarian was hired for technical reports. On the other hand, Lemes recalled that at the beginning of this month of June the call for tenders for the expansion works of the municipal cemetery of San Román. One of the great needs of the city.
In the Primary Sector, the specific Council was created, 40,000 euros were granted to farmers and 20,000 euros to the Fishermen's Association, participated in fairs and signed an agreement with Monocabrero for the management of animal remains.
Finance, Contracting and Festivities: efficiency and dynamism
Finally, the Deputy Mayor, also responsible for the areas of Festivities, Finance and Contracting, Echedey Eugenio, remarked that more than 450 new contracts have been formalized, worked on the renovation and reopening of the Argana pavilion, executed four phases of the paving plan after more than 10 years without renewing streets, and approved the three municipal budgets before March, which has allowed a 30% improvement in spending capacity. New contracting instructions have also been implemented for greater efficiency.
In Festivities, a new participatory model was promoted with decentralized events and the carnival fairground. La Recova was revitalized as a cultural space, traditions were recovered and an economic return of more than 10 million euros was achieved. "Arrecife is once again a living city," said Eugenio. Great artists such as Sebastián Yatra, Camela, El Arrebato and Rosana Arbelo have performed in the city.
Reorganization of areas, objective 2027
The Deputy Mayor also pointed out that in the middle of the mandate comes the time to reorganize the areas to reinforce the team and be much more operative.
In this way, Eugenio, assumes Employment and Local Development, which joins Festivities, Finance and Contracting, so that Maciot Cabrera can focus on Urbanism and Technical Office at a key moment for the city.
Likewise, Jacobo Lemes is left exclusively with Cleaning and Animal Welfare, while Health, Primary Sector and Cemetery passes into the hands of Cathaysa Suárez with Citizen Participation, New Technologies and Administrative Transparency.
