The airline Binter has reported that, according to Law 17/2012 amended in January, the procedure for accrediting residency through the Automatic Residency Accreditation System (SARA) is maintained, which allows passengers to fly without the need to present the certificate, except in cases where residency has not been validated by this tool.
As explained by Binter, at the time of purchase, the ticket issuing systems try to verify through the SARA system that the passenger is indeed a resident. Once the document is validated, the traveler does not need to provide the certificate.
However, when for some reason SARA does not validate it, the procedure according to the Law approved by the Ministry of Development requires the passenger to present the certificate. If they do not, the traveler cannot fly with that ticket.
Binter has assured that the reasons why there are tickets whose validation is rejected by SARA are "very varied". The most common is that the passenger's data (first names, surnames, ID, etc...) have not been entered correctly into the computer. Therefore, it is recommended to "pay attention" when writing all the data as it appears on the ID, even with misspellings or errors if they are shown on the ID.
On other occasions, according to this company, the person who acquires the ticket does not try to validate it. "It is important that passengers request it every time a ticket is issued," Binter has indicated.
"When a customer purchases a ticket that obtains validation, it will be marked as such in the system, on their electronic ticket or boarding pass, so it will not be necessary to present the certificate when flying. But passengers who are not validated by the SARA system will have the word RESIDENT or RESI on their boarding pass and in this case, they must present the residency certificate at the airport to be admitted to boarding", the company has insisted.
And it is that the law and the procedures established by the Ministry of Development do not admit any document other than the resident certificate.
