We are in the final stretch of the campaign for the upcoming municipal elections on May 26, and we can summarize it as the "cut" and "paste" campaign, since most of the candidates reduce their activity to criticizing the current ruler's management of the institution they are running for, with qualifiers such as painful, state of abandonment, state of neglect, and paralysis, regardless of whether the government team's management is good, average, or bad.
Next, they launch a series of proposals at random without verifying in most cases the existence of powers or budget item necessary to execute the proposal. Do they intend to govern by "brute force"? Where is the necessary effectiveness and efficiency to govern with rigor?
Because things must be done well when managing the money of the neighbors, it is necessary to investigate. At this point, the first thing is to review the theoretical framework of the institution that is intended to govern, or in other words, to know its reality, its powers, and above all its budget. Then look for the problems and issues to be resolved.
In view of the problems, it is required to collect data from the agents involved, from neighbors and associations to experts in the different areas. Then these data are analyzed and the results are obtained.
With the results, we proceed to the discussion and if the conclusions are appropriate, we proceed to make the electoral proposal.
Because Lanzarote needs the best rulers, stop "cutting" and "pasting".
Manuel Pardo, Professor and Resident of Lanzarote.
