The case began in December 2006, when José Francisco Reyes granted a license to build in a partial plan that is extinct. After La Voz de Lanzarote made that license public, which had been hidden from the Cabildo, the Corporation requested the suspension of the works and the Court granted it.

Subsequently, the PSOE councilor in the Cabildo of Lanzarote, Carlos Espino, filed a criminal complaint against the then mayor and the two municipal officials for the allegedly illegal granting of a license for an urbanization of more than 1,000 homes in the tourist town of Playa Blanca, whose construction is paralyzed by court order.

The complaint is formalized against these three people individually, so, according to legal sources consulted by ACN Press, there is no reason for the City Council to pay the lawyer's bill, which amounted to 840 euros.

TWO LICENSES

The Costa Roja urbanization received two licenses. One in December 2006 and another in June 2007, with the mayor still in office after the local elections in May of that year. The reports of the second license of the general secretary and the head of the technical office for an urbanization of more than 1,000 homes, 2,500 garages and 228 commercial premises, promoted by a company of Luis Lleó, occupy only one page and were granted on the same day that the request was submitted.

ARCHITECT'S COMPLAINT

In this case, the architect of the urbanization, Enrique Ruiz, was also called to testify, who reported to the National Police the alleged illegal purchase of the license by the developer from the Yaiza City Council for three million euros.

The City Council paid the lawyer's bill on November 13, 2007, when Reyes, from the PNL, was still in charge. In the month of February, after a motion of censure, Gladys Acuña (PIL) had snatched the mayoralty from him with the support of CC. The payment order was made four days after the invoice entered the municipal offices.
