The Ombudsman has taken the Teguise City Council to the Prosecutor's Office, as well as the Ministry of Culture, Sports, Social Policies and Housing of the Government of the Canary Islands, as he considers that they may have incurred in a crime of disobedience. According to the EFE agency, both these institutions and a Madrid city council (Coslada) "hinder the work" of this institution, since "they have not repeatedly answered their requests for information".

In its report corresponding to 2013, this body recalls that administrations have the obligation to collaborate with the Ombudsman. In fact, article 502.2 of the Penal Code typifies as a crime of disobedience obstructing the investigation of the Ombudsman, Court of Accounts or equivalent bodies of the autonomous communities, "refusing or unduly delaying the sending of the reports that they request or hindering their access to the files or administrative documentation necessary for such investigation". This crime is punishable by penalties of between six months and two years of suspension from employment or public office.

With respect to the alleged breaches of these two Canary Islands administrators, the Ombudsman's report does not specify what type of information was requested from Teguise. As for the Government of the Canary Islands, the actions focus mainly on procedures related to the Dependency Law.
