The Local Police of Arrecife sealed off plot 536 of the company Hormiconsa Canarias S.A. in the Maneje neighborhood at the beginning of September. This land was used as a storage space for debris and waste treatment by the construction company despite being against urban planning law. Sources from the council have assured La Voz that the machinery has also been sealed off and that the property has 30 days to restore the land.
In September 2024, the plenary session of the Arrecife City Council approved sanctioning Hormiconsa Canarias S.A. for carrying out a classified activity without having the enabling title for it and rendered the responsible declaration submitted by the company ineffective. However, the closure of the plot did not occur until a year later, this past September 2 after the council detected "an error".
According to the sanctioning file to which this media has had access, two agents of the Local Police of Arrecife appeared on Polígono 2 street in Maneje to seal off the activity of plot 536.
The agents alerted the property that if it restarted the activity, lifted or broke the seal without authorization from the council, it would incur a very serious infraction and give rise to more administrative sanctions.
Municipal sources have assured that the property divided a single plot into three and that this had complicated the closure work of the land. This closure occurs after a frustrated attempt where the Civil Guard located that the plot that had been ordered to close was not really the one that housed the concrete mixer, the crusher and the illegal industrial buildings.
A 15,000 euro infraction
Endorsed in a technical report a year ago, the Arrecife City Council approved sanctioning for a very serious infraction with the lowest possible fine for this type of case: 15,001 euros to Hormiconsa Canarias S.A. The technical report determined that the activity "is not legalizable" since it contradicts the General Urban Planning Plan and decreed the closure of the establishment.
The document highlighted that it had been proven that neither the waste treatment activity nor the facilities necessary for it were allowed in the land category where it was being carried out.
The closure and demolition of these buildings has been running through the corridors of the Arrecife City Council for more than a decade, without the activity having been stopped until now. However, the complainant in the case has assured this media that the machines are still working on plot 351, despite the seal.
An "error"
Agents from the Nature Protection Department moved last March 2025 to seal off plot 536. Upon arrival, they notified the council that there was an error and the plot they really had to close was 351, where the crusher was installed, and not 536, which was where the construction company accumulated aggregates.
"There has been an error, it has been immediately corrected by opening a closure file, it has been sent to the Local Police and at the time the closure of 351 will be brought to the plenary session, where the crusher is," highlighted the secretary of the council. However, the plot that has finally been closed is 536 and not 351.
Plot 351, where the crushing plant, concrete mixers and industrial buildings are located, remains open despite a judicial sentence declaring its illegality.
The owner of Hormiconsa, Miguel Morales, was sentenced to one year and eight months in prison and a fine of 67,500 euros in a sentence that was confirmed by the Provincial Court of Las Palmas in 2015. This ruling, obliged the promoter to demolish the buildings, a concrete plant and a crusher built "illegally" in 2005. That year, the company began to dismantle the buildings, but continued to carry out the activity until now.
