This Friday, the Governing Council of the Cabildo of Lanzarote approved the proposal presented by the Procurement Table to award the concession for the management of the public waste treatment service of the Zonzamas Environmental Complex to the company Vertederos de Residuos, S.A, for an amount of 55,049,332, plus 3,853,453.24 in respect of IGIC. The concession for the management of this public service has been approved for a period of 15 years, extendable by a further 5.
It should be recalled that the Cabildo of Lanzarote, through the Waste Area headed by the President of the Corporation, Pedro San Ginés, put out to public tender the management of waste treatment at the Complex for the development of the various activities related to waste treatment at the classification and biomethanisation plant, for a budget of more than 70 million euros. A total of five "leading" companies submitted bids for this public tender, according to the Cabildo, "with very ambitious and interesting projects and offers, the best and most advantageous offer being the one submitted by Vertederos de Residuos, S.A. compared to the other five bidders".
Among other things, the technical specifications of the tender established the need to invest at least 6 million euros in a new landfill cell, out of a total of 9 million as a minimum investment.
The one that has offered "a greater investment"
After the Governing Council, the President of the Corporation explained that the proposal of the Procurement Table was to award Vertederos de Residuos, S.A. said management, "basically because it is the proposal that has offered a greater investment, exceeding 20 million euros; that is, more than double what is required in the specifications and also with the added advantage that this will be done in the first year". Compared to this offer from the successful company, the second best offer presented a proposal of 15 million euros, "but with an investment in the first year of just 3 million".
Another fundamental aspect that has been taken into account by the technicians of the Procurement Table, according to the Cabildo, "has been the viability of the proposed percentages of waste recovery".
Among other criteria, the Procurement Table has valued "very positively that the prices offered for waste treatment fees have been the cheapest", which -according to the President of the Cabildo- "is a very important aspect to highlight, as it has a direct and positive impact on the town councils and, therefore, on the residents".
Pedro San Ginés announced, in this regard, that "this rate -even when updated- will be among the cheapest in the country for the treatment of waste in landfills with similar characteristics and functions to those carried out in Zonzamas".
Finally, San Ginés also trusts that "with this concession we can definitively resolve what has undoubtedly been one of our greatest concerns and priorities to solve on the island, thus achieving another of the objectives and commitments that we have set ourselves during these years".
The president recalled that once the allegations or appeals that may be filed within the established deadlines have been resolved, he will offer a press conference to elaborate and explain the rest of the details of the contract and the proposal submitted by the successful company for at least the next 15 years.
