The three unions with representation in the Canary Islands held a demonstration from the old Cabildo to the Government Delegation during which they delivered a statement with their requests at the headquarters of the Socialist Party.

The social mobilization of the group of temporary and substitute teachers is gaining strength. In their historical demand to access a permanent job in a different way than new applicants, they take advantage of the parliamentary procedures of the Organic Law of Education promoted by the Socialist Party (PSOE) to try to definitively solve their situation of instability.

For this reason, yesterday afternoon the Confederation of Trade Unions of Education Workers of the Canary Islands - Intersindical Canaria (STEC-IC), Asamblearios Teachers of the Canary Islands (EA-Canarias) and the organization Temporary and Substitute Teachers of the Canary Islands (Insucan) attended the demonstration that, as in the rest of Spain, was held to re-claim their requests.

Stable entry opposition

The route of the protesters began at six in the afternoon at the old Cabildo to end before the Government Delegation. During the journey they made a stop at the headquarters of the Socialist Party to leave the statement where their requests are collected. "Our demand is that the new Organic Law of Education in the twelfth provision appears apart from the fact that the only way to enter the public service is through a competitive examination, we advocate for a kind of stable entry opposition to the entire body of temporary or substitute teachers," explained the representative of Insucan Mariano Andrés.

During the development of this demonstration, the members of the unions CC OO, UGT, CSIF, ANPE and USO explained to members of the group the agreement signed with the Ministry of Education. The point of discrepancy is seven, since according to STEC, EA-Canarias and Insucan, the text establishes that a wide offer of employment will be made through the 2006 course that has the objective of reducing the group of temporary and substitute teachers to 8%. "But if there is no improvement in the conditions, it is about repeating more of the same," explained Jesús León.

Discrepancy

The objective is common but the trade union organizations offer different nuances when proposing an alternative to accessing the job. In this sense, STEC proposes that the exams of the oppositions are not exclusive.

Once they are approved, they consider that their work experience should also be valued. "We understand that the rest of the people who come from outside have the right to access but without having to compete with each other," commented his delegate Jesús León.

For its part, from Insucan they propose a way of access following the parameters of the so-called Ariño Opinion by which a buffet of lawyers from Madrid that years ago presented to the Ministry of Health this double way of entering the public service won it. The idea is that people who work in the Ministry of Education would be appointed as a complementary teacher.

Stable complementary teacher bag

When they have completed four full academic years, they would move to the stable complementary teacher bag, which would mean that these people could not be fired "and have an opposition separate from the free one and that once oppositions are made from this bag, only 30% of the places in the bag would be taken out, so it is a differentiated entry but at the same time it is a stable way because after four years when there are oppositions they would be for that bag," commented Mariano Andrés.

For its part, from EA-Canarias they consider that practically both projects are similar although they change their name. In short, it is about valuing the time worked and the pedagogical attitude "and then a didactic unit or something else but that they are not memoristic oppositions," explained the representative of this union in Lanzarote Dolores María López.
