The Teguise City Council will try to legalize the Casa de las Cúpulas workshop of the César Manrique Foundation through a Territorial Action Plan, as explained to La Voz by the Councilor for Urban Planning of the Council, Echedey Eugenio. This has been the response they have given to the Contentious-Administrative Court number 2 of Las Palmas de Gran Canaria, which on April 24 gave the City Council a period of two months to execute the ruling that annulled the authorizations that allowed that work.
If legalization is not achieved in this way, the Teguise mayor points out, "the César Manrique Foundation will be asked to prepare a demolition project." "Hopefully it won't have to be like that," said Echedey Eugenio. "We have told the Court that there is still time," added the councilor.
In 1999, the César Manrique Foundation requested authorization from the Government of the Canary Islands to build a workshop next to the Casa de las Cúpulas, on rustic land. The Government, however, authorized the adaptation of the existing house, but not the construction of a new building.
The former advisor of the PIL, Manuel Nicolás González, appealed that permit and the Superior Court of Justice agreed with him, annulling the authorization in 2007 of the Government of the Canary Islands, as well as that granted by the City Council of La Villa, understanding that "the mandatory reports were requested and evacuated in relation to an action on rustic land different from the one whose authorization had been requested."
The FCM then refused to appeal the ruling and offered to donate the Casa de las Cúpulas to the Cabildo, a proposal that was rejected. It even went so far as to say that the building should be demolished if that was the case. However, the Government of the Canary Islands did appeal the TSJC's decision, but the appeal was dismissed by the Supreme Court.
Four years ago, Teguise declared the license null and void, and last November, in the process of executing the ruling, alleged changes in urban planning regulations in order to obtain a new license. However, the Justice has once again required the Consistory for its execution.
