Teachers' unions have declared two separate strike calls to oppose the regional government's decree that will regulate the lists of temporary and substitute teachers in non-university education, in addition to affecting temporary statutory personnel in the service provision bodies of the Canary Islands Health Service (SCS).

In this regard, Stec-Intersindical and EA Canarias have given strike notice for the days of April 12 to 16, while seven unions, including CCOO, UGT and Insucan, propose paralyzing education on April 9, in addition to proposing an indefinite strike from April 5 to June 30.

"We reject the designed strikes that are carried out in an office without counting on the workers," emphasized the representative of Stec-Intersindical, Fernando Pellicer, to explain the union disunity in a matter where all the centrals agree on the substance of the claims.

"We ask for the immediate withdrawal of the decree of the Government of the Canary Islands that could leave 20,000 professionals on the street, of which 5,000 are teachers," Pellicer specified. An idea in which José Ángel Amador, the spokesperson for seven unions (CCOO, Interinos Sustitutos de Canarias ?Insucan-, CEEE, UGT, ANPE, Unión Canaria de Profesores Licenciados ?UCPL- and Sindicato de Empleos Públicos de Canarias ?SEPCA-), who stressed the "need" to negotiate the position of the Ministry of Education, while pointing out that the Minister of the area, Milagros Luis, "must be replaced".

"The decree"

The unions emphasize that the new regulations of the Government of the Canary Islands must include that all temporary, substitute or temporary statutory personnel with time of service as of June 30, in jobs corresponding to the sectors of general administration and non-university teaching, as well as temporary statutory personnel in the bodies providing health services of the SCS, will remain on the lists to which they belong.

According to Amador, "any new inclusion in the lists, in the way that is determined, will be considered as an extension of the lists of temporary, substitute and temporary statutory personnel above". In this sense, the centrals emphasize that the current existing regulations that affect the working conditions of temporary, substitute and temporary statutory personnel must be respected.

"The majority of people who would have to take an exam again in an opposition, after this decree, have a high average age, so, in case of not passing the opposition, they would encounter many problems to return to work", Fernando Pellicer explained.
