Mobility-Sensitive Areas Regulation in Lanzarote Open to Public Comment

The new regulations for these Sensitive Areas establish a regime applicable (in ports, airports, stations, and interchanges) to situations of temporary or occasional intensification of demand for taxi services.

The Cabildo of Lanzarote published last Friday in the Official Bulletin of the Province of Las Palmas the public consultation that will feed into the drafting of the regulation governing the Sensitive Areas of the island, within the framework of the Institution's competence in the regulation of the Sensitive Areas of the taxi service.

The island president, Oswaldo Betancort, has highlighted the initiatives implemented during this term by the Institution in response to "the need to declare these Sensitive Areas using objective mobility data." That is, the César Manrique-Lanzarote Airport registered more than 8.7 million passengers in 2024, ranking as the third busiest airport in the Canary Islands; while the Port of Arrecife, the other sensitive area, exceeded 600,000 passengers during the last year.

Previous reports issued by the Inspection Service of the Cabildo of Lanzarote confirm—since 2003—the insufficiency of the taxi service in these infrastructures during situations of high demand. Furthermore, the Island Plan for Transportation and Mobility of Lanzarote and La Graciosa 2024-2031 expressly anticipates the declaration of Sensitive Areas as an adequate instrument to guarantee the sufficiency of the service.

 

Contributions starting this Monday

"With this opening to contributions from the sector and society in general," commented the Minister of Transport and Mobility, Miguel Ángel Jiménez, "we are providing the possibility of designing a regulation that will allow us to establish a specific legal framework for sensitive areas in Lanzarote, facilitating the provision of taxi services with criteria of quality, safety, economic sufficiency, and non-discrimination."

The new regulations for these Sensitive Areas establish an applicable regime (in ports, airports, stations, and interchanges) for cases of temporary or occasional intensification of demand for taxi services.

Proposals must be submitted through the Electronic Registry of the Cabildo de Lanzarote, or in the other Electronic Registries provided for in Law 39/2015, with a submission period of 15 calendar days, starting from the day following its publication.
