The Government of the Canary Islands has postponed, for at least one year, the public employment offer planned for this year in education, "as the Ministry of Finance has not clarified" what is the replacement rate used to calculate the places that are filled based on retirements. The Canary Islands Education Sector Board has analyzed this Monday, in an extraordinary meeting, the situation derived from the lack of said replacement rate, which would give legal coverage to the more than 800 places that the autonomous community planned to call for this year. According to the Executive, all the union representatives have shown their agreement with the decision adopted.
From the regional administration they consider it advisable to postpone the call "to guarantee the legal certainty of the process." The replacement rate is the limitation of the number of places that can be called each year in public employment offers and that is conditioned to the percentage established in the General Budgets on the number of personnel who retire each year.
From the Canarian Executive they have indicated that since the budgets have not been approved this year, "the only possibility to call for oppositions would be for the Ministry of Finance to propose the extension of the 2016 replacement rate, via Royal Decree Law." Since they have not done so, they maintain, "the autonomous communities that called for oppositions in these circumstances would do so without the necessary legal certainty and would be exposed to the procedure being challenged."
No answer
According to what they have indicated, the Ministry of Education had committed to giving a solution to the communities as soon as possible, but there has still been no response. In the last sector board, the Ministry of Education informed the unions that they were giving themselves until the first days of March to wait for the approval of the Royal Decree Law, since the complex procedure for the call and processing of oppositions needs a sufficiently wide margin.
The general director of Personnel has clarified that the public employment offer agreed for this 2017 corresponding to the bodies of teachers in the specialties of Primary, English and French, and to the bodies of professors of Music and Performing Arts and of Plastic Arts and Design will be approved when the replacement rate is established, but the exams will be held in subsequent years. The forecast, agreed with the majority of autonomous communities, is that in 2018 the oppositions corresponding to the bodies of Secondary, Vocational Training, Music and Performing Arts and Plastic Arts and Design will take place and, in 2019, the one corresponding to the body of teachers.
