The public company Viviendas Sociales e Infraestructuras de Canarias SAU (Visocan) has published on the Public Sector Contracting Platform a new tender to acquire unfinished properties in Lanzarote and other islands of the archipelago, with the aim of resuming the works and being able to allocate them to protected private homes under an affordable rental regime.
The objective is to lease these spaces under the "turnkey" modalities and for the temporary accommodation of families who are in "exceptional situations of housing exclusion."
According to preliminary reports carried out by this public company, it is estimated that there are some 9,000 properties in the Islands that could be transformed into protected private homes; therefore, this type of action aimed at their recovery is crucial in the current housing situation that the Archipelago is going through.
According to the press release issued by Visocan, "the reactivation of unfinished works also avoids consuming more land, a particularly scarce commodity in an archipelago like the Canary Islands; it improves the quality of urban environments, as unfinished works are highly likely to become sources of danger and crime and, thirdly, it accelerates the speed with which these homes can be placed for rent, as not only is the construction work advanced, but they also have all the necessary administrative permits and licenses."
In the drafting of these specifications, which has an initial budget of nine million euros that may be increased, the current situation of the different islands has been considered and prioritizes the recovery of properties in El Hierro, La Gomera, Lanzarote and Fuerteventura.
Secondly, it also promotes the creation of protected housing in those municipalities of Gran Canaria and Tenerife in which Visocan has not purchased housing in recent years.
The case of La Palma has not been included in this tender, since a special procedure has been followed on this island as a result of the housing emergency caused by the volcanic eruption.
Price and term
In addition to the territorial criterion, other objective assessments are contemplated, such as the price, the execution period, the state of progress of the work, the guarantee period, the age of the property and the energy certification of the property once finished.
As also established in the aforementioned specifications, companies that want to participate in this call, whose initial budget allocation may be increased, will have 26 days to submit their offers; while the public company will have a maximum period of two months for its award.
Thanks also to this public tender, a list of promotions will be drawn up, assessed and ordered objectively with the best offers; which will be purchased under the "turnkey" modality and incorporated into the portfolio of protected private homes under an affordable rental regime available to Visocan.
