How does the French system of protection for owners and tenants, which inspires Sánchez, work?

The President of the Government has announced twelve key measures to strengthen the right to housing, including a guarantee system "successfully tested in France"

The President of the Government, Pedro Sánchez, has announced this week twelve key measures to strengthen the right to housing, with three priority objectives: "more housing, better regulation and greater aid".

Among them, a new model of protection for tenants and owners who participate in affordable rentals based on the one currently operating in France stands out.

Ekonomus has analyzed the main advantages and conditions of the French system to better understand how the guarantee system will be developed in Spain.

The Spanish model will not be exactly the same as the French one, for example, the age limit in France to qualify for the program as a tenant is 30 years old, while Sánchez has announced that in Spain the age limit will be 35 years old, but above all it gives clues about what the Spanish model will be like.

The guarantee program in force in France is called Visale, and it is completely free for its beneficiaries.

Visale includes a series of state public guarantees that protect both owners and tenants when they cannot meet the monthly payments up to a maximum of 36 months.

The French program also covers the costs of repairing damages attributable to the tenant, such as holes or permanent stains on the walls, damaged doors, stained or scratched parquet, etc.

In order to be eligible for the French program, the house must be the tenant's main residence and its rent, including expenses, cannot exceed 1300 euros, unless it is in Paris and its surroundings where the limit rises to 1,500 euros.

To be eligible for the program, owners cannot require other guarantees such as a deposit nor can they formalize the contract with a member of their family.

In the case of shared flats, the contract with Visale has to be individualized for each person.
