The Art, Culture and Tourism Centers will implement a contracting procedure based on the Dynamic Purchasing System (DPS) to facilitate suppliers' access to the sale of raw materials for their gastronomic offerings.
A DPS is an essential instrument contemplated in the Public Sector Procurement Law and the European Directive for streamlining the procurement management of public sector entities. It facilitates the generation of a "live and open" list of suppliers that an Administration can use to cover its needs in a short period of time and in an agile manner.
"It's a firm commitment to quality and local products," explained Councilor Ángel Vázquez, "through a system that will allow us to acquire the best raw materials at the best possible price, at any time of the year. It's savings, it's transparency, it's administrative agility, and it's more competition in the bidding process and, therefore, more quality."
Roughly speaking, it involves creating a list of suppliers that meet a series of predefined requirements and participate in micro-tenders launched by the Administration, in this case, the Tourist Centers, for a specific period of time.
This first SDA is established on eleven categories of products, which are: Fresh fish, Frozen fish, Smoked, dried and salted fish, Molluscs, Seafood, Fresh meat, Chilled meat, Frozen meat, Cured meats, Fresh fruit and vegetables, and Frozen fruit and vegetables.
The total amount contemplated for this procedure amounts to 5,100,000.00 euros for a period of 3 years.
How does a DAS work?
The Dynamic Acquisition System is developed in two phases:

Establishment of the SDA. Companies submit their applications for membership. Once evaluated, the list of admitted suppliers is published.

Derived contracts. The Tourist Centers launch specific tenders among the admitted suppliers, awarding the contract to the best offer received through the official platform.
Companies may request to join the SDA in one, several, or all categories during the established timeframe, with no restriction other than compliance with the selection criteria established in the Special Administrative Conditions, which will be published in the coming weeks.
With this measure, the Entity reaffirms its commitment to excellence, local economic development, and more efficient and transparent public management.
