The Cabildo of Lanzarote has faced this Monday the Debate on the State of the Island, the second to be held in the history of the Corporation. The president of the Cabildo, Pedro San Ginés, has taken the floor and for more than an hour has exposed the major issues of Lanzarote, the measures he has taken to improve the strategic lines and future objectives. Subsequently, he had to face the criticisms of the groups, especially in certain matters of importance to the Corporation and to the citizens.
Stability:
One of the points that has aroused the most controversy is the stability of the government group of the Cabildo, given the uncertainty that exists with the councilors of CC Mónica Álvarez and Sergio Machín. The opposition has criticized that the Corporation is in this situation in a moment of economic crisis.
In this sense, the spokesperson for the PP, Ástrid Pérez, has said the following:
"After eight months, Pedro San Ginés destroyed an insular and reassuring pact to generate a situation of instability."
"The pact between CC-PP and PIL was enormously fruitful and effective and afterwards, Mr. President, little has been done."
For his part, the spokesperson for the PIL, Fabián Martín, has added:
"The fights with his party colleagues offer an image of instability."
"When we were governing together, he saw some ghost and decided to change the pact. Those are his outlandish actions."
"The surprise would be that he would worry about managing the institution and stop with ghosts and conspiracies."
"What would be surprising is that we have a president who does not have disputes with colleagues and mayors and transfers them to the Cabildo."
Likewise, the councilor of Alternativa Ciudadana, Maria Paz Cabrera, has insisted:
"He has internal conflicts in his party, particular confrontations and this type of behavior cannot be allowed."
Who has defended that there is stability in the Cabildo has been the spokesperson for the PSOE, Joaquín Caraballo:
"Institutional stability is necessary. It is what we are committed to and continue to bet on in times of great uncertainty."
For his part, the president of the Cabildo, Pedro San Ginés, did not want to address in this plenary session the internal problems of CC or the instability in the Corporation:
"I am very proud of the team of councilors that I have here."
Criticisms of the role of the PSOE:
Another of the points of the debate that has occupied the most time to the different spokespersons of the opposition is the role that the PSOE is playing in this government group.
The spokesperson for the PP, Ástrid Pérez:
"Governing is the task of a group, in this case of two, although it does not seem so. When the PSOE is heard, the colleagues come out to deny it. When the PSOE is seen, it is because CC is hiding. The PSOE applauds with their ears what the president says."
"What a shame, socialists! Where have you arrived? Yielding to the interests of your enemies."
The spokesperson for the PIL, Fabián Martín:
"The PSOE in this group is neither here, nor is it expected."
The councilor of AC, Mari Paz Cabrera:
"You said you were the bartender of the chiringuito. It must be remembered that you have dedicated yourself to serving the drinks that your bosses asked for. The PSOE has dedicated itself to being your dishwasher."
Acquisition of a house in Fajardo Street, in Arrecife:
One of the issues that has focused the criticism of the opposition has been the acquisition by the Cabildo of a historic building in Fajardo Street, in Arrecife, to turn it into the Museum of Archeology.
The spokesperson for the PP, Ástrid Pérez:
"He made a decision that I do not share and that has a widespread rejection, which is the purchase of a building in Fajardo Street. This seems like a private estate to benefit people with whom you have a supposed affection."

"It would be a surprise if he recognized his mistakes and decided to back down with some of the initiatives he has undertaken."
The councilor of Alternativa Ciudadana, Mari Paz Cabrera:
"There are unfinished projects on this island and he comes up with buying the house on Fajardo Street for 1.5 million euros. It was not a need of the majority of citizens."
The president of the Cabildo, Pedro San Ginés:
"This purchase had all the guarantees and approvals of the legal services of this Cabildo."
In addition, the president has blurted out to Ástrid Pérez: "Who determines what is a nonsense or what is in accordance with the law is not you, for the good of this Corporation, but the legal services."
Tourist Centers:
Also the Tourist Centers, the collective agreement and the management of these spaces has occupied part of the debate:

"The strategic plan is sleeping the sleep of the just."
"I hope that the objective is not to take the company to bankruptcy to have the excuse and privatize as it happened with Inalsa. I hope that is not the objective."
"There is talk again of possible irregular hiring, of alleged hiring by finger in the Centers and the administrative contracting processes could be being violated. You denounced it to the UCO and I hope that the same thing is not happening now."
The president of the Cabildo, Pedro San Ginés, responds to Ástrid Pérez:
"You can give me very few lessons on management."
"The serious thing is that you, Mrs. Pérez, if you think what you say, have not gone to denounce it. You do not denounce alleged irregularities in the Centers because it is a pose before the citizen, not based on any truth."

"The Tourist Centers are the economic hole of the Cabildo. We must review the offer that the Tourist Centers have."
Inalsa:
Another of the issues that has occupied a large part of the time has been the privatization process of

"The president will have to explain why he does not liquidate Inalsa, because first the embargoes would have to be executed on the politicians."
"Be careful with what you are going to do with that money."

"I found Inalsa intervened by the Justice, with a debt of more than 50 million euros. The judge validated this entire process of Inalsa, so my peace of mind in this regard is absolute."
The spokesperson for the PSOE, Joaquín Caraballo:
"With Inalsa it was the only solution left. The company will make a strong economic investment and it is guaranteed that the price of water will be viable and the jobs."
PIOT and technicians of the Cabildo:
Another of the issues that has focused part of the debate has been the approval of the PIOT, which the president of the Cabildo hopes will be at the beginning of next year, and the role of the technicians and Gesplán:

"I predict that the PIOT will not be in 2013, nor in all of 2014."

"You have dismantled your PIOT cabinet. Thanks to the media and not to you we have learned that an official won a challenge and the dismissal of another worker. In the end, you leave the PIOT in the hands of Gesplán."

"Mrs. Pérez, my secretary has been trying for a week to close an appointment with you to talk about the Insular Plan, because a new schedule is going to be presented."

"You have made a ridiculous spectacle with the issue of oil exploration. The citizen knew what he wanted, not like you, who say yes or no to oil as it suits you."
