The commitment of the entrepreneurs is for a period of three months, during which time both the property and the institutions will try to find a solution to the development of the project. In this sense, it should be remembered that the Cabildo and the City Council of La Villa had threatened the owners of the aforementioned plot with opening the expiration file of the license of the 420-bed tourist complex, since it contravened the Moratorium and the Law of Guidelines.
Only 5% built
For their part, the businessmen, in order to get the project off the ground, which according to the Teguise Consistory has only 5 percent built, intend to convert it from tourist to residential use, something that the institutions do not see with bad eyes, although they will have to sit down to negotiate in a round of meetings that will begin next Friday.
The Councilor for Urban Planning of the City Council of Teguise, Domingo Cejas, explained to La Voz that the construction license was granted by the City Council in 1989 with an extension in 1998, but said extension was challenged at the time by the Ministry of Tourism of the Canary Islands Government, then in the hands of Juan Carlos Becerra, however, according to Cejas, the property won the lawsuit and the license remained in force. "Things have changed because a series of planning instruments have come out, such as the Moratorium and the Law of Guidelines, and the Cabildo understands that the license can expire," he commented.
Adaptation to the Special Plan of Costa Teguise
The City Council of Teguise believes that the change from tourist to residential use will depend on the adaptation of the Special Plan of Costa Teguise. "We have asked that the works be stopped in order to facilitate the change of use," said the Councilor for Urban Planning, who assured that the Cabildo shares the proposal as long as the businessmen of Burgos present a letter announcing the stoppage of the work, as has happened.
Cejas maintained, regarding information published first by Canarias 7 and then by the newspaper La Provincia, that in no case does the City Council feel usurped in its powers by the Cabildo, "since it is an issue that we have analyzed jointly".
The plot on which the apartment complex is built has an approximate area of 40,000 square meters.
The works continued to be carried out yesterday
Despite the fact that the businessmen presented the letter in the Cabildo's offices last Monday in which they confirmed the voluntary cessation of the works, they were still being carried out yesterday, as captured by the objectives of our photographers. In this sense, the Councilor for Urban Planning of the City Council of La Villa explained that these are only works that are carried out for security reasons, prior to the stoppage that they will suffer from now on.
"The architect of the work assured that there were some elements that entailed danger in the building and that is why the businessmen in their letter requested a couple of days more to finish these works in order to avoid possible risk situations to pedestrians or adjacent properties," argued Cejas.
Finally, Cejas was satisfied with the decision taken by the businessmen to stop the work, since in his opinion "common sense has prevailed" and with this gesture of goodwill it will surely be easier for both the owners and the administrations to agree to find a solution that satisfies all parties.
