A conversation between the historical leader of the PIL, Dimas Martín, and the militant Dayran Muñoz, puts the UCO on the trail of an alleged illegal commission. In the conversation, Dimas avoids going into details by telephone, but Dayran makes it clear that he is negotiating an economic collaboration "for the party", from a businessman who needs a "license".

-Dayran.

- Yes, Dimas, look…

-We're going to see each other on Thursday, right?

-Thursday?

- At the meeting of public officials. You'll go there.

To this conversation, another one held a few months earlier between Ubaldo Becerra and Dayran Muñoz is added, in which they apparently talk about the same builder, and this time they name him: Fermín Curbelo. Dayran is the one who calls Ubaldo.

- Look, Ubaldo, I was going to tell you something. See if you can call Fermín who is upset, because I told him: "No, on Wednesday we might go with Ubaldo and so on. And he says: "Damn, you've got me fooled".

- Ah, well, look, tomorrow I think I could see him.

- That's why I'm telling you. That's 400,000 euros, damn it!

- Yeah, yeah, I'll call him now.

The conversation continues in the same terms and the next day, Dayran calls Ubaldo again.

- Look, I was just about to call this man, a… a Fermín.

- Oh, yes, call him, Ubaldo, because the man is…

- I'm going to call him. I was just looking for his phone number in the agenda.

- So we don't lose that, man. If we lose that now with the crisis… Now it comes in handy.

- Wait a moment, don't hang up, one second… Is his name Fermín Curbelo?

- Yes.

- Okay, okay, I'm going to call him.

- Okay, and then you call me, so we can arrange it and…

According to the UCO report, the conversations show that "both are negotiating the payment of 400,000 euros" with Fermín Curbelo, who appears as attorney of Propiedades Libra, sole administrator of Construcciones Curbelanz, LG-Villas Promociones and Agoharis, joint administrator of Inver Altamar Lanzarote and joint administrator of La Marina de Naos, together with Luis Lleó Khunel, one of the main defendants in Operation "Unión".

The summary states that Curbelo "intended the City Council to reclassify some land, initially not included in the Arrecife General Plan, with the aim of having it recognised as consolidated urban land to build subsidised housing". After being arrested for this reason, Curbelo himself acknowledged that he has had a construction project in Argana Alta stopped for years and that he had tried to reach an agreement with the City Council, so that "it would expropriate 6,000 metres of streets that he has in another property of his and in exchange carry out the specific modification of the planning that is needed for the granting of the license".

Curbelo acknowledged that he had conversations on the subject with Dayran Muñoz, who put him in contact with Ubaldo Becerra and José Miguel Rodríguez. However, he assured that "they have never asked him for anything, with the exception that Dayran suggested to him on some occasion that if the problem was solved in the future, he could help him in the construction of a house or in the reduction of the price of the purchase of a house".

However, in his statement before the judge, Dayran stated that Fermín Curbelo spoke to him of "monetary gratuities". Specifically, "if the license was granted" there would be "a gratuity of between 300,000 and 400,000 euros". Asked about the whereabouts of that money, Dayran replied that "he assumes that the money was for the party (PIL), for Ubaldo", and that he hoped that they would give him something "for having mediated in the negotiation". In addition, Dayran stated that "Ubaldo told him that the monetary perception was normal between the City Council and companies".
