The Cabildo of Lanzarote has announced the recent publication in the Public Sector Contracting Platform of the tender for the management of the four centers for minors in Arrecife, César Manrique, Tinajo and Timanfaya, which have a reception capacity for 50 people.
The deadline for submitting proposals will remain open until June 5, for a contract period of two years, which may be extended for another two years, and with a base budget of 5,063,230.52 euros, which means that the price per place per day has been increased by a percentage close to 20% compared to the price of the current contract.
President Oswaldo Betancort points out that “this action aims to guarantee the provision of an essential resource for children and adolescents who are in residential care and who need a living environment that replaces the family and care adapted to their needs.”
In this line, Betancort highlights the work carried out in these centers dependent on the Cabildo, “both in the protection of minors and in order to promote their access to a normalized environment that facilitates their subsequent integration into society.”
For his part, the Minister of Social Welfare, Marci Acuña, adds that “among the priorities of the Island Corporation is to offer comprehensive care and education to minors for as long as they need until their subsequent reintegration into their families of origin or before accessing family foster care or adoption.”
He also points out that “to this end, emphasis is placed on promoting their personal autonomy and their integration into the community.”
The contract contemplates the provision of a comprehensive service 24 hours a day, 365 days a year to the minors of said centers, which includes everything from reception and coexistence to accommodation and maintenance, in addition to social, educational and health care.
To this is added school monitoring, through the network of educational centers, the realization of rest, leisure and free time activities, health protection, as well as the coordination of visits, outings and contacts with the outside.
The awarding of the contract for the four centers through an open procedure responds to criteria of efficiency and coordination, taking into account that until now they have been managed jointly through a single entity and sharing technical, material and human resources.
In this way, the functional mobility of personnel is facilitated depending on the needs of each of the centers, as well as the promotion of workers. Another of the advantages is that it enables the existence of shared personnel, in areas such as maintenance or services, which results in greater efficiency.
