The Minister of Territorial Policy, Territorial Cohesion and Water of the Government of the Canary Islands, Manuel Miranda, will appear in parliamentary committee at his own request next Friday, to present the first draft of the preliminary draft to update the Land Law, as he confirmed before the plenary session of the regional chamber, in response to a question from the socialist deputy Nayra Alemán.
Manuel Miranda assured that he felt “very satisfied and confident in the usefulness of a text that we are finishing correcting right now, and that is the result of a year of much technical work, study and debate, with the direct participation of more than 700 professionals and experts from all the town councils, councils, autonomous community, environmental bodies and professional associations, who are the ones who have been using this regulation daily since 2017 and who know it best.”
The head of Territorial Policy recalled that since its entry into force, Law 4/2017 on Land and Protected Natural Spaces of the Canary Islands has allowed the approval of almost 250 minor modifications to municipal planning instruments and 28 of an insular nature. “These six years of application,” he pointed out, “provide us with the necessary experience to address its update and delve into the principles of rationalization and simplification that define it.”
Manuel Miranda explained that it is the professionals themselves who “have asked us to analyze part of its articles to provide it with greater clarity and legal certainty.” In addition, he recalled that since its entry into force “new conditions and needs have arisen that we must incorporate into the law, such as the demographic challenge, shortcomings in housing, new regulations on climate change or sustainable mobility.”
According to the Minister, "this same week he also plans to meet with the FECAM and the FECAI, to finalize the nuances of this first draft of the preliminary draft to update the Land Law, which will be released for public information next week."
“The final text will later have to go to the legal services of the Government of the Canary Islands and the Advisory Council, as required before entering Parliament, but as we promised, I believe that the members of the territorial policy committee should know the draft beforehand, so that all groups have time and the possibility of making their contributions and enriching this update, which will be a great step forward in the planning and protection of the territory,” said Manuel Miranda.
