The leader of the PIL, Dimas Martín, and the councilors Ubaldo Becerra and José Miguel Rodríguez were trying to rig the awarding of the General Urban Planning Plan (PGOU) of the municipality of Arrecife. This is clear from the transcripts of the wiretaps recorded by the UCO agents, within the framework of Operation "Unión", which show that the PIL councilors were talking about this document with Dimas Martín and held several meetings with several architects, to whom its drafting was going to be awarded.
These architects are Carlos Morales, husband of Alexia of Greece, José María Pérez (technical architect) and Víctor Alberto Sánchez. In addition, a fourth architect, Pedro Luna, member of the company La Roche Consultores, was the one who had to sign the drafting of the plan. According to the testimony given by Ubaldo Becerra before the judge, this councilor "first contacted Carlos Morales because he is his cousin and is an architect and told him about the General Plan and asked him to lend him a hand." The other two architects, that is, José María Pérez and Víctor Alberto Sánches "were brought by Dimas", according to Becerra.
According to the Civil Guard report, the plan was as follows: "Dimas Martín would be deciding and giving instructions to Becerra and Rodríguez so that the tender for the drafting of the new PGOU of said municipality is awarded in appearance to the architect Pedro Luna, behind whom the true authors of the Plan are hidden, the architects Carlos Morales, Víctor Alberto Sánchez and José María Pérez, with whom he would have previously agreed to be the true drafters." Pedro Luna could access the drafting of this plan, since it can only be awarded to a consultant, in this case, La Roche Consultores, and not to architects individually.
Dimas Martín directed everything concerning the general plan and ordered the councilors Rodríguez and Becerra to convene meetings to grant its drafting to the aforementioned businessmen. However, the names of these three architects would not be observed in the document, since the plan would be signed by a fourth person, Pedro Luna, who would offer to do so for "60 million".
"We are going to give you the work done"
Thus, in the intercepted conversation between Ubaldo Becerra and Dimas Martín, on February 17, the leader of the PIL asks the councilor to call Pedro Luna to arrange to have breakfast and says literally: "We have to reach an agreement with Pedro and tell him, hey Pedro, this is what we are going to do and for 60 million we are going to give you the work done, you will barely have to write a little and sign. Are we in agreement? Since for 60 million if you take it out no one is going to come, he comes and takes it. Do you understand me?". And it is that supposedly what they intended is that Pedro Luna was the signatory of the plan and presented a project at a low price so that the award was his with certainty.
To these words of the leader of the PIL, Ubaldo Becerra responded: "Indeed, and also much better, because we also get rid of the screening of publications and etc? Of the contests, I mean".
The architect Pedro Luna was also awarded the drafting of the General Plan of Teguise, when the PIL governed the municipality.
Monitored meetings
To carry out this entire process, Ubaldo Becerra, Dimas Martín and José Miguel Rodríguez organized a meal in the Santiago winery, in Yaiza, which was closely followed by a surveillance device of the Civil Guard, on January 20. Likewise, Becerra, Rodríguez and Martín also held another meeting at the Hotel Beatriz with Pedro Luna on February 19, while days later, on the 26th, Dimas Martín, Becerra, Rodríguez met with the architects to whom the plan would be awarded at the Hotel Salinas.
Likewise, in one of the conversations that were recorded by the UCO, it is heard how José Miguel Rodríguez asks Ubaldo Becerra "how are they going to pay these people what they ask for", in reference to the emoluments that the architects request for the drafting of the new PGOU of Arrecife, according to the police report.
Information for Dimas
These transcripts also highlight how Ubaldo Becerra commits to providing Dimas Martín with a copy of the specifications of the General Plan, despite the fact that the leader of the PIL is a person outside the Arrecife City Council. Previously, according to these conversations, Becerra had already delivered this document to the architect Pedro Luna.
The UCO agents corroborated with these wiretaps that Becerra "informed Dimas promptly" of the state in which the aforementioned plan is and "received instructions on what steps he should follow regarding it." "Even Dimas marks the days of the meeting", the civil guards assure in their report.
