Begoña Hernández: "Jesús Machín has confused the Tinajo City Council with his estate"

The socialist spokesperson in the Tinajo City Council points out that the "report by the secretary-intervenor demonstrates that he has used public funds at his whim, benefiting with public money whoever he has decided."

The socialist spokesperson in the Tinajo City Council, Begoña Hernández, has appeared before the media to announce the content of a Resolution by the mayor of Tinajo, Jesús Machín, which "demonstrates the irregular hiring practices that the Socialist Party has been repeatedly warning about."

"The mayor's response has always been to deny our accusations and to resort to personal attacks, even resorting to disrespect and insults. However, time has proven us right, and it is Jesús Machín himself who has had to acknowledge the authentic lack of control with which he has administered public funds in Tinaj0," the spokesperson stated.

Hernández explained that the mayoral resolution arises as a consequence of a report carried out by the accidental secretary-intervenor of the Tinajo City Council, in which he points out the irregular practices that he has noticed during the first two months of exercising his functions.

"Given the seriousness of the observations contained in said report, Machín has had no choice but to issue the aforementioned resolution ordering that all those irregular practices be corrected, launching the contracting procedures for 49 services that are being provided irregularly. Furthermore, he has had to order the creation of the non-existent contracting department which, in addition to tendering those 49 services, will have to properly process the awarding of works," Hernández added.

"We are very happy for Tinajo because now, after this devastating report, Jesús Machín has decided to start managing the City Council in accordance with what the law determines. Thus, not only his friends will be able to contract with the City Council, but also whoever offers the best prices," Hernández stated.

Two pending issues

For the socialist spokesperson, there are now two pending issues. The first, to determine if Jesús Machín has incurred in any type of responsibility for harming, as he has harmed, the interests of Tinajo, and the second, the request for apologies:

"If Jesús Machín had dignity, he would apologize to the people of Tinajo, since with his resolution he acknowledges that he has been acting improperly throughout these years, administering public money with no criterion other than his sovereign will."

Finally, Begoña Hernández has pointed out that Jesús Machín should apologize to the Socialist Party and its public officials once it has been demonstrated that their accusations were true and that he was the one who was lying, taking refuge in insults and disrespect when he ran out of arguments, but "knowing the arrogance and bad manners of Jesús Machín, we are not counting on his apologies."

A devastating report

The secretary-intervenor's report points out up to a total of seven types of non-compliance with the law in matters of contracting and warns that "approximately half of the expenditure budget of chapter II is carried out without a contract in force or through minor contracts, which amounts to an approximate amount of one and a half million euros," only in the current year.

Among the irregular practices observed by the municipal official in his report are the provision of services, supplies and service concessions without prior contracting, the splitting of contracts due to their object, the non-existence of the purchasing department, the abusive use of cash payments and without procedure through the fixed fund, the contracting of qualified personnel services through administrative contracts, the processing of agreements as minor contracts and payments to be justified, and the existence of minor contracts related to each other lacking a common project.
