The Arrecife City Council presented this Thursday the first Prevention and Action Plan for Risks (PAMRIA) of the capital. It was the Councilor for Emergencies and Urbanism, Eduardo Placeres, who presented the project, which includes the organization and actions of the resources and own services to provide an effective response to flood emergencies.

The presentation ceremony, held in the classroom of the Arrecife Civil Protection headquarters, was attended by the municipal coordinator of Civil Protection, Marcos Rosario, and a representation of the staff and volunteers of the NGO.

The importance of this Plan, as highlighted by the City Council in the presentation, is that it "identifies, analyzes and evaluates the areas prone to flooding, in order to minimize its consequences and establish proactive and corrective measures to avoid them”.

Actions against the specific risk of flooding

The municipal coordinator of Civil Protection detailed in the presentation "the list of black spots in the city that establishes risk areas in a Geographic Information System (GIS)", which means that Arrecife has "two Areas of Significant Potential Flood Risk (ARPSIs)", according to studies prepared by the Island Water Council. These areas are "the La Fuente ravine and the Argana Alta ravine.”

In the field of concrete actions, in the face of the risk of flooding, the City Council points out that the main thing "is to establish a system of protection and self-protection of people, property and the environment." For this, they add that it is necessary "to create a hierarchical and functional structure of the municipality's means and resources in coordination with other administrations and public and private entities in Arrecife.”

In order for the coordinated action of human and material resources to work, the PAMRIA establishes that it is also necessary "prior work to promote information and awareness of the population about the risks and protection measures to be adopted.”

Likewise, they add from the capital's Consistory that it will be necessary to "delimit areas according to possible intervention requirements, sectorize the municipal area, in order to implement preventive measures, and develop the catalog of available means and resources.”

Streets especially affected by floods

Arrecife has two Areas of Significant Potential Flood Risk (ARPSIs): the La Fuente ravine and the Argana Alta ravine.

On the other hand, the areas that are flooded by wastewater are the streets El Antonio; Otilia Díaz and adjacent streets; Pérez Galdós, León y Castillo, Cienfuegos and Jacinto Borges (4 corners area); Escotilla, Timón, El Mastelero and adjacent streets, where the CATE has been installed; and finally the area of Calle Portugal, Doctor Fleming and adjacent streets.

Finally, the areas with risk of flooding due to historical antecedents are the extension of Calle Triana towards Calle Taro, in Argana Baja.
