The state commercial company Aguas de las Cuencas de España (ACUAES), dependent on the Ministry for Ecological Transition and the Demographic Challenge, has awarded for more than 19 million euros the works for the expansion and improvement of the Tías wastewater treatment plant and the pumping stations from Puerto Calero, in Lanzarote.
As publicly reported, these actions will allow for the modernization of current sanitation and purification systems, as well as compliance with European regulations on urban wastewater treatment.
An award in two lots: OHLA S.A. and IMESAPI S.A.
The tender for the contract has been divided into two lots: the first, corresponding to the expansion and modernization works of the Tías WWTP, has been awarded to OBRASCÓN HUARTE LAIN, S.A., known as OHLA, for an amount of 14,308,748 euros (IGIC excluded) and an execution period of 31 months. For its part, the company IMESAPI, S.A., a subsidiary of Florentino Pérez's ACS group, has been awarded the project for pipelines and pumping from Puerto Calero, with a budget of 4,754,081 euros and a period of 17 months.
The contract for the control and monitoring of the works has also been awarded for an amount of 724,000 euros, which will include the supervision and control of execution, safety and health coordination, as well as environmental supervision and control.
It is added to the new wastewater treatment plant and a terrestrial outfall in Arrecife
The project is part of the set of actions that ACUAES is developing in Lanzarote, with a total planned investment of 37.5 million euros, in accordance with the agreement and subsequent addendum signed with the Lanzarote Water Consortium. Among these, the company has indicated that the construction of a new wastewater treatment plant and a 2,640-meter terrestrial outfall in Arrecife is included, currently in an advanced phase with a global execution rate of 73%.
The works awarded this Thursday consist of a 50% expansion of the treatment capacity of the current Tías wastewater treatment plant, which will reach 12,000 m3 per day. Once the works are completed, the facility will be able to serve a population of 99,600 equivalent inhabitants in the Tías, Puerto del Carmen, and Puerto Calero areas.
Among the main improvements, the incorporation of a new pre-treatment system consisting of four lines of screening, grit removal, and degreasing stands out, as well as five new biological treatment lines through extended aeration with nitrogen removal and two new secondary clarifiers. The new sludge line will feature a new gravity thickener and a new dewatering building.
Likewise, a new tertiary treatment line will be incorporated, integrating a physicochemical process, textile disc filters, and ultraviolet disinfection, which will allow for the regeneration of 100% of the effluent for urban, agricultural, and recreational uses.
Transport of wastewater from Puerto Calero
The project also includes the construction of a 3,228-meter-long collector that will allow the collection and transport of wastewater from the Puerto Calero area to the Tías WWTP, as well as the execution of a pumping station in Puerto Calero.
In later phases, the project foresees the execution of a new terrestrial section of the outfall, 3,214 meters long, as well as the work corresponding to the submarine section.
Once the agreements signed to date are updated, new pipelines from Yaiza and Uga to the new WWTP and the Pumping Stations of Yaiza, Uga, and Barranco del Agua can also be developed.
The entire project will be completed with the construction of a reclaimed water tank, solar sludge drying, and a photovoltaic installation for self-consumption.
ACUAES's objective is for the awarded works to begin during the month of September, once the contracts are formalized, the Integral Management Plan is approved, and the site survey and commencement of works report is issued.
The project is expected to be co-financed 50% with FEDER 2021-2027 funds, while 40% will be advanced by ACUAES from its own resources, which will be recovered from the Consortium via tariffs within 30 years from the start of operation of the new facilities. The remaining 10% will be financed by ACUAES accessing financial markets and recovering said amount from the Consortium within 25 years.
