The Arrecife City Council has established the "minimum security measures" that the floats participating on February 11 in the Arrecife Carnival parade 2013 must comply with. "Failure to comply with any of the security measures, no matter how small, will result in the automatic rejection of the float," said the head of Citizen Security, Jacobo Lemes.
The councilor has warned that "breathalyzer tests will be carried out on all float drivers at the beginning of the parade and randomly during its development. "Our obligation is to ensure the safety of both the participants in the parade and the attending public, so we are going to be very demanding with security measures," the councilor insisted.
Regarding the dimensions, a maximum width of 3 meters, a maximum length of 12 meters and a maximum height of 4 meters have been established, in addition to a minimum free skirt height of 60 centimeters. All closed elements must have at least two emergency exits, with a width greater than 1.20 meters, distributed on both sides and with an evacuation distance of no more than six meters.
Similarly, the auxiliary light motors must be confined by structures with minimum RF-60 characteristics and the only fuel that should be carried will be what fits inside the engine tank.
One person per square meter
In addition, all the elements that make up the float must comply with the provisions of the Technical Building Code, specifying the fire reaction of the constructive, decorative, furniture and evacuation elements, which must have the corresponding fire retardant treatment. The mechanical resistance of the structures must resist, in addition to its own weight, an overload of 400kg/m2. In any case, the capacity will be one person per square meter.
On the other hand, all floats must also have an extinguishing system composed of at least two ABC powder extinguishers with an effectiveness of 21ª-113B and one CO2 extinguisher in those where there is some type of electrical installation. Nor should we forget that all closed elements must have an emergency lighting and signaling system, just as we must remember that in each float there must be a perfectly identified person who is the interlocutor between the occupants and the Security and Emergency Forces that guard the act.
"All this without forgetting that the floats have to carry all the documentation required of any type of vehicle and have a civil liability insurance that covers any damage to both the spectators and the occupants themselves," according to the Arrecife City Council in a statement.

When registering, participants cannot forget other types of documentation such as a sketch of the design, accreditation that the vehicle has passed the ITV and a copy of the vehicle's insurance policy, etc.
Those interested in obtaining more information should contact the Festivities Department of the Arrecife City Council. Registration must be done before 2:00 p.m. on January 25. The departure of the parade will take place, as usual, from the Lanzarote Sports City and will culminate in the Fairgrounds. The draw to determine the order of the floats in the parade will be held on February 6.
