The General Council of the Judiciary has agreed to open a new disciplinary file to the judge of the Court of Instruction number 3 of Arrecife, Rafael Lis Estévez, for neglect or unjustified delay in the processing of proceedings in the so-called "Tourist Centers case".
In a resolution dated February 14 to which Efe has had access, the General Council of the Judiciary notifies that the promoter of the disciplinary action has decided to prosecute Rafael Lis to find out if the delay attributed to him constitutes a punishable offense, in its very serious, serious or minor form.
This file is opened after a complaint filed by two of the people investigated in the "Tourist Centers case", who complained to the Judiciary that the magistrate had spent three years without resolving their appeals against the appearance as an accusation in that procedure of the association of jurists Jiménez de Asúa.
That group has appeared as a popular action in several corruption proceedings opened in Lanzarote in recent years, although in many of them it has been expelled later by the Audiencia de Las Palmas, which has seen indications of "spurious interests" in its performance. In fact, in recent years he has ended up defending the same theses of defendants such as Luis Lleó and Juan Francisco Rosa, despite supposedly intending to exercise the accusation against them.
In the case that has given rise to this new disciplinary procedure, Judge Rafael Lis is investigating the alleged irregular award of supply contracts in the network of Art, Culture and Tourism Centers of the Cabildo of Lanzarote, following a complaint filed years ago by Ástrid Pérez as head of the CACT.
Judge Lis, who is now facing a new file, recently rejoined his post in Court No. 3 of Arrecife after serving a six-month suspension imposed by the CGPJ, and ratified by the Supreme Court, as the author of a very serious offense, consisting of not having withdrawn from the instruction of a procedure knowing that he had been recused.
