The Ministry of Social Welfare, through the General Directorate of Dependency, has published the announcement of tender for the contracting of home help service aimed at people in a situation of dependency and supervision and quality control of home services, on the islands of Lanzarote, Fuerteventura, La Gomera and Tenerife.
As explained by the area's councillor, Candelaria Delgado, the General Directorate of Dependency found the need to process the contracting file for the Home Help Service on the aforementioned islands, “upon verifying that the current model of service provision, through cooperation agreements signed between the Canary Executive and the island councils, has not been as effective as it should be.
In this model, the service either has not been developed or has been developed unevenly, which, as a result, gives first-class and second-class citizens depending on the attention they were offered.
Therefore, it has been decided to modify the provision model in order to guarantee that the service reaches citizens in a situation of dependency on these islands in equal conditions and opportunities”. The Home Help Service constitutes a fundamental service within the system of promoting personal autonomy and care for people in a situation of dependency.
The tender announcement was published on August 1st and interested companies have until September 4th to submit offers through the Public Sector Contracting Platform.
The amount of the contract amounts to a total of 17,000,000 euros, 15,887,850.47 euros without taxes, divided into two lots, lot 1 ‘Home help service on the islands of Fuerteventura, Lanzarote, La Gomera and Tenerife’, for an amount of 16,882,300 euros and lot 2, ‘Supervision and quality control service for home services on the islands of Fuerteventura, Lanzarote, La Gomera and Tenerife’, for an amount of 117,700 euros. The contract has a term of twelve months.
The Home Help Service offers people in a situation of dependency or at risk of suffering from it help that will allow them to meet the needs of their daily lives, while helping to increase their autonomy, enabling them to remain in their home and their inclusion in the community environment, avoiding situations of isolation and unwanted loneliness.
The Service aims to detect, prevent and intervene by supporting users in their daily life care needs, complementing the family and support networks, through professional interventions that promote an improvement in the quality of life of the person, including a series of personal care or domestic, social, technical and psychological support to individuals or families, improving their safety and company conditions in daily life.
On the other hand, the Supervision and Control Service of Quality of the Home Services of the SAD aims to guarantee the quality and effectiveness of the home help service through continuous evaluation and supervision of the same. This is a service contract aimed at carrying out the supervision, control and direction or coordination of the quality of the service provision.
As contemplated in the contract specifications, the technical or professional solvency that will be taken into account for both lots will be a list of the main services or works carried out of the same or similar nature as those that constitute the object of the contract during, at most, the last 3 years.
