A student denounces that the Government is claiming the full amount of a grant he received five months ago and has already spent

"My name is Nauzet Hernández Hernández, I am 25 years old and I am from Lanzarote. I am a Master's student in Oceanography and a PhD student in Biological Oceanography at the University of Las Palmas de Gran Canaria. In the 2011-2012 academic year, out of necessity, I applied for a grant from the Government of the Canary Islands for Master's studies, a grant from which I had never benefited before.

After waiting for a year since I applied for this grant (like the rest of the applicants), they are resolved in the 2012-2013 academic year. Before the final resolution, a series of provisional lists are published. In a first list, published in the BOC No. 124 of June 26, 2012, my name does not appear in any of the possible classifications (Granted or Denied).

For this reason, and after having communicated with the General Directorate of Universities, I filed a complaint. Despite not appearing in the official list, I appeared as a beneficiary of said grant on the website of the Government of the Canary Islands, in which even money had already been allocated to me:

Residence 1930.00 euros

Transportation 1093.00 euros

Books 244.00 euros

Tuition 0.00 euros

After waiting for a second list, on October 10 in the BOC nº 199, a new resolution appears in which, according to the bulletin, the people who claimed in the first list do not appear (my case). But to my surprise, I did appear in the list of Granted Scholarships, with a specified amount equal to the one that already appeared on the web.

Since the normal thing is for the scholarship to provide you with tuition, I contact the General Directorate of Universities to explain my case to them. The answer was that "it is due to an error of the University", which tells them (D.G. Universities) that my tuition is 0.00 euros, and that therefore, I should claim. So I claim again. After this conversation, the General Directorate of Universities sends an email to all those affected by a problem like this, explaining the error and asking them to claim.

A few weeks later, when looking at my bank account, I see that the Government of the Canary Islands has made a deposit for the value of the scholarship detailed above. Already in 2013, after a call from the administration of my university, I learn that a new list has come out, in which I do not appear, and that therefore I must pay the tuition for my master's degree.

Indeed, when checking it in the BOC nº 249 of December 21, my name does not appear anywhere. But when reviewing the website of the Government of the Canary Islands, I see that, not only do I continue as a beneficiary of a scholarship, but that in the concept of tuition where before 0.00 euros appeared, now 882.00 euros appear.

Understanding that it is an error, since I should appear in granted or denied, and I do not appear in any list, I communicate again with the D.G. of Universities. These communications are always via email, since after calling on occasions, more than 30 times, they never pick up the phones.

Today, January 15, 2013, the D.G. of Universities has informed me that I should not be a beneficiary of a scholarship, and that therefore I have to return the full amount that was deposited to me. After 5 months of having deposited said money, which I have been using to live while studying. After more than 5 emails asking about my scholarship application, after 3 official claims, for an error of these people, for the negligence and incompetence of these people, they want me to return money that I have been spending, that I do not have, since I apply for scholarships to be able to survive 7 months studying.

After so many revisions that were made of my application, it is today, after 5 months when these gentlemen realize that I should not have a scholarship. After having deposited money in my bank account, 5 months later, these gentlemen want me to return the money. These gentlemen deposit thousands of euros in accounts without certifying that they really have the right to that money.

It should be said that, by making me wait so long for this resolution, and by having deposited a scholarship and being as a beneficiary of this, other applications have been denied to me, such as the general studies scholarship of the Cabildo de Lanzarote, which, specifically, is denied to me for being a beneficiary of another scholarship.

This is how the administrations work, the student who gets a Bachelor's degree, two master's degrees and tries to do the same with a doctorate, every year is denied and is required to return the errors of the administration. Meanwhile, official cars, luxury dinners, cronyism and who knows what else, is the order of the day in our Government. Government that spends the people's money on their well-being and pleasures at the expense of our well-being".
