On July 4, 2018, the General State Budgets for this year were published. In its statement of reasons, it makes it very clear, "the PGE for 2018, continue with the mission of continuing to reduce the public deficit and meet the commitments of fiscal consolidation with the EU?", "?regarding the objectives of budgetary stability and public debt for the period 2018-2020, the deficit objectives continue to be maintained, in such a way that in 2020 all Public Administrations, except Social Security, will reach budgetary balance?", that is, on account of a deficit and a non-public debt and both criteria set by Brussels since 2010, public spending (pensions, salaries of public personnel, health, education, dependency, unemployment benefits, etc.) will remain in 2021, only at 38.6% of GDP, which is the lowest level in 12 years of "crisis-scam" and our difference in the chapter of public spending compared to the EU, is placed at almost 7 points.
Complying with the EU, as has been done since 2010 and the culmination of the reform of article 135 CE in 2011, has implied very negative effects on the essential rights of people (spending on health is approximately 9,600 million euros lower than it was before the cuts. In housing, 8,000 million less; in education, 7,400 million; in unemployment benefits 7,200 million; in culture 5,700 million, in family and childhood, 2,700 million, etc).
The Spanish State, dedicates almost 50,000 million ? less to social protection, than what the average of the EU countries contribute and spend, and this is only due to the political action of the different governments.
The economic, fiscal, labor and social policies of one and other governments have been tailored to capital, both financial-speculative, as well as industrial and services, achieving such an unequal distribution of wealth, that even the same international organizations (OECD, European Commission), make calls for attention on the "excesses, thefts and dispossession" that have occurred on wages, pensions, and social benefits such as unemployment, while a large increase in spending for the social majority, having to pay payments in the "medicines", dedicate money "that is not available" to education, dependency, etc.
They have established a permanent state of social injustice, where the privileges and the "legal theft" (beyond corruption) of a minority, conforms an authoritarian social order lacking freedom for the majority: the tax system is supported up to 72% by income from work. Business profits with higher rates of increase than the best of the years of "brick and speculation", however contribute less than half in taxes to the Public Treasury, than what they contributed in 2010. The large industrial, communication, energy corporations, contribute to the Public Treasury, not even 7% of the tens of thousands of millions of profits declared in 2017.
And this situation, has been done in the name of the deficit and the debt, by any of the existing governments since 2008; and the PSOE is convinced to continue with identical fiscal and economic policies: the important thing is to comply with "Europe", the repeal of labor reforms; the immediate repeal of the gag law and social amnesty for all persons prosecuted and / or imprisoned for fighting for social and labor rights; the drastic reform of the Corporate and Capital Tax; the shielding of the public pension system sufficient for all; the creation of public kindergartens sufficient for all children from 0 to 3 years; the budgetary allocation to levels of dignity of the dependency law and the creation of a public network, equipped with human resources, qualified and sufficient people, to care for and attend to all our dependent elderly people; etc.., that has to wait.
Whoever governs, Rights are defended and, in order to recover the stolen Rights, the only way is denunciation and struggle. We are in it.
