In the early days of democracy, a peculiar way of accessing public employment emerged in local and island corporations without the need to resort to the principles of equality, merit and competition, previously called recommended or "plugged in." The parties in power offered you a job in a local or island institution with other added commitments: appearing on the list in a different institution and being part of any body. A long list of politicians with a curious background are the product of this invention.

This peculiar method worked and successive "batches", according to parties touching government, were filling overloaded staffs of the capital and later filling municipalities of the interior, most of the time personnel of scarce preparation and without the required qualification. All this saving the honorable exceptions of the rule and without falling into the vanity of the topics of generalizing (with apologies to them). The unions, then and now, occupied in other matters linked to the succulent world of training and the signing of agreements in electoral periods, cooperate with the formula.

With the local and island administrations saturated, access is restricted, but the political ingenuity, aided by the Basic Statute of Public Employees, allows incorporating personnel for "oversights or distractions" of the Administration, are those who access through the route of complaint for breach of contract of the administration or for exercising positions of higher rank than that indicated in the contract, these oversights consented by the "entertained Administration", reopens escape valves to public employment with other nominations and with curious and expensive systems of professional advancement. Can anyone quantify the cost of public money squandered by this roundabout? Can any political group quantify it or know how many are active at this time?

A separate chapter deserves the companies and other entities supported with public funds for social purposes that seek the common good of the community, but in practice is used to make "appointments of political reimbursements" with high and shielded salaries with easy access to the "factory" of master's degrees, degrees and other titles acquired to the "Casado" and that ultimately are well served with a good compensation and a brilliant prefabricated curriculum. All these indicators, plus the high levels of political mediocrity, the desire to touch power only to invoice, degrade the very noble function of serving and, sometimes, political parties are more like the big betting houses and their leaders look to the media to give proclamations of threats or generate anguish, as happens in the current pandemic situation.

Now, forty years later, and with the approval in 2012 of the Organic Law of Budgetary Stability by requirement of the European Union things have barely changed, have even worsened due to job insecurity, the harshness of labor legislation and the shadows and clouds that hinder transparency in administrations despite the law ex professo 19/2013. Most of the island corporations do not have a job list (RPT). Politicians continue to insist on subtracting public management, removing it from the intervention and audit bodies and depositing it in other private entities, creating satellite companies, corporate networks managed by expert lobbies (political plumbers) capable of articulating what was indicated at the beginning of the article, that is, to rotate the three-leaf door on the hinge of fidelity: the little job, the public office and the organic one.
