The POSEI agreement should not go unnoticed. While a good part of the Canarian political class is dedicated to speculating about the rupture of the regional pact, the councilor Narvay Quintero, with the support of his entire team, has obtained the commitment of the Ministry of Agriculture, Fisheries, Food and Environment to co-finance the additional POSEI file starting this year.
This means that the State will pay a first installment of three million euros, which will serve to cover the amounts pending payment for the additional POSEI corresponding to 2014. Narvay Quintero has explained that these three million will be added to the four already convened, all to face the pending aid.
And even more important is that the minister has expressed to the councilor of Coalición Canaria her willingness to consolidate the payment of the additional POSEI file, so that it is guaranteed year after year in each State budget, thus contributing to creating a stable framework of aid to our producers.
What is the additional POSEI file? Well, nothing more and nothing less than a financing commitment to the primary sector of the Islands that the Government of the Canary Islands obtained from the State within the negotiations with Zapatero back in 2010, in the so-called 'Plan Canarias'. These are economic amounts destined to complement the resources of the Community Program to Support Agricultural Production in the Canary Islands (POSEI) that come from the European Union, hence the 'additional' tag.
It should be remembered that the additional POSEI with State contribution was maintained until the PP arrived with Rajoy to the Government, who not only eliminated it, but has spent 5 years denying its existence and rejecting any commitment to recovery.
Narvay Quintero himself, who now leads this management as regional councilor of the primary sector, saw how for 4 consecutive years his amendments as CC senator to the State Budgets defending precisely the recovery of the additional POSEI file by the Rajoy Government, were rejected by the PP year after year, with the argument that these amounts of the additional POSEI were not justified.
The conclusion is clear: the steamroller of the absolutist PP of Rajoy crushed the additional POSEI of the Canarian primary sector... And the need for support from Rajoy in a dialoguing version recovers it.
Now I could tell you everything about the importance of having a voice of Canarian obedience in Madrid. Of the relevance of the efforts of the CC representatives before the PP government. Of how far Madrid gets from the Canarians every time there is a government with an absolute majority in La Moncloa. And even talk to you about the role that a strong nationalist formation based on all the islands can play for the islands.
Even remember that the Government of the Canary Islands already has in its budgets for 2017 a budget item for this additional POSEI file with 3.4 million euros, and that if the State does the same in its accounts, as the minister told the councilor, it could even pay the arrears corresponding to 2015.
But in this pyromaniac Canary Islands we dedicate more time to betting against the stability of the Government than to valuing the almost historical relevance of the consolidation of a resource for the island's countryside that required multiple management for years in the European Union to be authorized, which was then achieved to be financed since 2010 within the framework of the negotiations of the 'Plan Canarias' and that later, without any type of explanation or coherence, was buried for five years by popular authoritarianism.
