A leading CABILDO in uppercase

To our elders, for their trajectory and experience, I address them with respect. To a centennial entity, such as the CABILDO, allow me to mention it in uppercase.

In the midst of new instability and the noise over releases and salaries, I would like to dedicate a few lines to it.

The CABILDO, as Law 8/2015 of April 1 itself states, of Island Councils in its Statement of Motives, is much more than a Local Entity, "The island councils are considered much more than bodies of a local nature (...) ".

It is, for historical, competential and economic reasons, the Institution called to exercise political and social leadership.

A leadership that, at this moment, demands more than ever, dialogue and a new model of public management, to allow the island to be a land of opportunities and a guarantee of well-being.

Dialogue, to build the future together. It is necessary to recover the style of government that, better than anyone, symbolized President Nicolás de Páiz*: respect for the political adversary, joint solutions to strategic issues.

Dialogue and institutional agreement, on issues such as the revision of the Island Plan, the solution to various judicial disputes (Cueva de los Verdes) or the design of strategic investments for the island (conversion of the tourism industry, promotion of renewable energies, etc.).

Dialogue to underline the island vision that this island demands, compensating exclusively municipal positions. The CABILDO, as a gathering of wills, as an entity that reconciles the legitimate aspirations of each of the City Councils and the island as a whole.

And a new model of public management that modernizes the Institution. It is about achieving greater administrative agility (strengthening different Departments, such as the PIOL Office); more transparency in operation, with the development of the transparency portal; or increase participation and information, through electronic government.

That is, to do more, better and involve a greater number of people.

Working for a leading CABILDO must focus the efforts of those of us who, from the Government or the opposition, hold responsibilities.

It will be, in my opinion, the best tribute to an Institution that begins a mandate very far from what the island and the needs of its people require. We are on time.
