The unions ask Education for a negotiation to improve the conditions of Vocational Training teachers

They point out that "after the strike and the concentrations of the 4th, in which the discomfort of the teachers was evident, the Administration has not called any meeting"

The trade union organizations with representation in the field of non-university public education in the Canary Islands, signatories of this statement, call on the Ministry of Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands to sit down to negotiate measures to unblock the situation generated as a result of the cuts applied this year in Vocational Training education.

The teaching unions emphasize that, "since the strike day and the concentrations held successfully on December 4, no technical table has been convened by the Ministry to continue addressing the open conflict in Vocational Training, despite the fact that the teachers' discontent with the inadequacy of the measures proposed so far by the Administration is evident".

"Given these circumstances, the signatory trade union organizations, in a united manner, have continued to dialogue with the teaching staff in order to study the current situation and plan new actions," they declare.

Likewise, the unions have registered a letter addressed to the Deputy Minister of Vocational Training and Professional Qualifications "to convene, as soon as possible, a new technical table in which a clear and concrete response is given to the demands that the teaching staff continues to maintain".

Among these demands, the following stand out:


- Reduction of the hours of teaching technical modules, in order to include in the school schedule the various functions that the teaching staff must perform, including the relationship with companies; coordinations of various kinds and recovery of the school schedule (between 2 and 6 hours per week) for the FCT and Dual Coordination teaching staff.
- Greater budget for the implementation of Dual Vocational Training, given that the requirement of a more intense relationship with companies and the new functions assigned to the teaching staff make it necessary to increase the staff to have a quality public and free Vocational Training.
-Specification of the measures announced at the last technical table for the compensation of excess hours in the third quarter and the payment of overtime (detailing to whom, how and when it will be applied).
- Extension of the reduction measure of permanence in the center to 20 hours from the beginning of the 2nd quarter and to the people responsible for tutoring, Dual tutoring, Dual projects and department heads.
- That the regulations to be published specify that the complementary hours of the Vocational Training teaching staff will be used exclusively for the functions of these teachings, excluding their assignment to guards or other unrelated activities.

"The unions remind that since the beginning of the course we denounced the problems observed in the implementation of Dual Vocational Training," they affirm. Among them, they highlight the insufficiency of teaching staff, the reduction of teaching hours for coordinations and for the relationship with companies, the decrease of the Vocational Training prospecting staff and the lack of clear regulations that define the functions of the teaching staff.

Several of the trade union organizations participating in the technical tables convened by the Ministry presented, in response to the demands of the educational centers, action proposals aimed at solving these problems. "However, to date we have not received a satisfactory response, as the measures proposed by the Educational Administration are very insufficient and do not solve the central causes of the conflict," they denounce.

"That is why we appeal to the responsibility of the Ministry to negotiate agreements that unblock the situation and improve the situation of the teaching staff and the Vocational Training teachings themselves in the short, medium and long term, in order to advance towards a quality public Vocational Training," they conclude.
