The Plenary of the Canary Islands Parliament unanimously approved this Wednesday a Non-Law Proposal (PNL) from the Socialist Group for the Canary Islands Government to prepare, approve and materialize the Canary Islands Sports Facilities Master Plan (PDIDCA), which establishes the Law of Physical Activity and Sports of the Canary Islands approved in 2019.

The PNL, proposed by the Socialist Group and defended by Deputy Marcos Bergaz, recalls that the autonomous community of the Canary Islands does not have this Plan despite the legal mandate to approve it within two years after the entry into force of the Law of Physical Activity and Sports dating from 2019. "A pending issue and legal obligation that, in the words of Deputy Marcos Bergaz, must be corrected with its preparation, approval and materialization by the Canary Islands Government."

In the PNL, the regional executive is precisely urged to promote the technical, administrative and political work necessary for the drafting of the PDIDCAN, an instrument that, for the PSOE, "will facilitate an orderly, rigorous and long-range planning in time when talking about an essential part of sports, that of sports facilities in the Canary Islands".

Specifically, it calls for the promotion of the processing and preparation of the Canary Islands Sports Facilities Master Plan (PDIDCAN), as provided in Article 43 of Law 1/2019, of January 30, on Physical Activity and Sports of the Canary Islands, as well as the promotion of participation in this process of all competent and affected councils together with the island councils, municipalities, universities, sports federations and social entities linked to sports in the Canary Islands.

Bergaz insisted that "this planning work, in addition to being strategic, must address criteria such as equal opportunities, demographic evolution, population distribution, social cohesion, aging of the population and the territorial and social diversity of the islands, and respond to the present and future needs of current and future generations."

For the socialist deputy, this PDIDCAN should become "a diagnosis of the current picture of sports facilities, used by federated or non-federated sports, by regulated physical activity or leisure, health and recreation, by grassroots or adult sports."

In addition, he stressed that "it must be responsible for setting the objectives and actions in the short, medium and long term, with identification of the actions to be undertaken, the planned schedule and the quantification of its cost, constituting a true roadmap in this area for the next five years or decades, similar to what has been carried out in other communities in our country."

He also highlighted "the need for this plan if we take into account the social relevance that sports activity has been acquiring, as can be seen, for example, from the latest Survey of Sports Habits in Spain 2024."

This survey, prepared on a representative sample of 8,487 interviews (346 in the Canary Islands), with people aged 16 and over, in 1,760 municipalities throughout the country, reflects data such as that 47.9% of the population aged 16 and over engage in physical activity or sports, and of that group, 70.3% do so three or more times a week and 27.1% do so once or twice a week.

As for the place where they carry out their sports activity, 27.3% do so in public facilities (municipal or other type); 25.8% in a street, park, square or public place; 39.8% in facilities of a private club or gym or 31.9% in the countryside, the natural mountain or aquatic environment.
