For the Independent Party for Lanzarote, the collection management of the company in charge of these services in Yaiza is "chaotic". In 2005, only 68.1 percent of collection has been reached, the fiscal pressure is above the Canary Islands average and many properties and companies are not registered in the cadastre and are saved from paying these taxes. The PIL assures that the results have worsened since the City Council hired a company dedicated to collection.
According to the conclusions of the Canary Islands Financing Fund, the collection management of 2005 in Yaiza has been placed almost ten points below the established limit, which will cause the fund destined for free disposal to drop from 50 percent to 10. However, when the City Council directly collected, according to the nationalists, 80 percent of income was reached.
These are some of the reasons that are included in the motion that the PIL will present in the next plenary session in order for the City Council to be in charge of the collection management again. In addition, they demand that the necessary procedures be carried out to register those properties that escape paying capital gains.
The nationalists denounce that "there are many properties of an urban nature that, not being registered in the Cadastre, do not pay taxes." The same occurs with large companies that come from outside Lanzarote to invest in housing developments that are neither registered nor pay capital gains.
In relation to the data that has been obtained on the economic and financial evolution in the year 2005, which has been prepared by the Government of the Canary Islands, it is reflected that the collection of the IBI did not exceed 60 percent and, given that it represents 31.8 percent of the total, it is "the tax figure that has most negatively influenced tax revenues."
