After a chronological exposition of the process of negotiation to modify the collective agreement, in which they highlighted the "lack of will" of the Works Council to reach an agreement and have questioned the "legitimacy of the same", because they believe that they are not representative of a majority, the Tourism Centers councilor, Pedro San Ginés, accompanied by part of the members of the Negotiating Commission, has asked the workers for "prudence" and has raised the possibility of postponing the negotiations until after the elections, as they had requested from the beginning of the same.
In the event that they do not accept this condition, they propose a binding arbitration, although this is a measure that was already challenged by the Works Council, which prefers the intervention of a mediator. For the Negotiating Commission there is no "valid interlocutor", because there has never been "willingness to agree" and they consider that the pressure measures that they have initiated this Wednesday are "disproportionate", "irregular" and "illegitimate".
The management of the EPEL blames Andrés Barreto for the breakdown of negotiations, who sat at the table for the first time at the meeting this Tuesday, after a recess that had been requested by the Works Council, and whom they accuse of having "union and political interests". According to the manager of the EPEL, José Juan Lorenzo, there was some understanding at the meeting, which they had attended with the intention of closing an agreement, but since Barreto's intervention, the Committee decided to reject all the proposals that were on the table, which led the Commission to abandon the negotiation.
The union representatives assure, for their part, that they have reduced the requests to four non-negotiable points. Now the workers, in a measure that the CACTS councilor considers a "blackmail and a threat", have begun to carry out the pressure measures they had announced. This same Wednesday some workers have not respected the shifts and have failed to comply with the entry times, according to José Juan Lorenzo has confirmed, so a "covert strike" has already begun.
Given the refusal to perform extraordinary services, the management has announced that they will have to suspend those events that cannot be guaranteed, but they assure that they will be responsible for the damages of the suspension, so they appeal to the staff to "be responsible", since it will mean a very important economic cost for the company and a deterioration of the image. They also assure that the workers are willing to file 22 lawsuits of labor conflict if their requests are not met.
